DECLARING THURSDAY, NOVEMBER 1, 1951, FROM TWELVE NOON TO TWELVE MIDNIGHT, A SPECIAL PUBLIC HOLIDAY.
In deference to the national tradition of paying homage to the dead on All Saints Day, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by Section 30 of the Revised Administrative Code, do hereby declare Thursday, November 1, 1951,: from twelve noon to twelve midnight, a special public holiday.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
Done in the City of Manila, this 30th day of October, in the year of Our Lord, nineteen hundred and fifty-one, and of the Independence of the Philippines, the sixth.
