Declaring Violations of the International Convention on the Elimination of All Forms of Racial Discrimination to be Criminal Offenses and Providing Penalties

- Implements the Philippines' treaty obligations under the International Convention on the Elimination of All Forms of Racial Discrimination (Section 1)
- Declares all organizations and propaganda activities that promote and incite racial discrimination as illegal and prohibited (Section 1)
- Imposes penalties for violations of the Decree and Article 4 of the Convention:
    - Imprisonment of not less than 10 days nor more than 6 months for:
        - Dissemination and advocacy of policies based on racial superiority or hatred (Section 2a)
        - Incitement to racial discrimination (Section 2a)
        - Membership in organizations or participation in activities that promote or incite racial discrimination (Section 2a)
        - Providing assistance to racist activities, including financing (Section 2a)
    - Imprisonment of not less than 1 month nor more than 1 year for:
        - Inciting acts of violence against any race or group of persons of another color or ethnic origin (Section 2b)
        - Being an officer or organizer of an organization engaged in propaganda activities that promote or incite racial discrimination (Section 2b)
- Imposes maximum penalties if the offender is a government officer or employee (Section 3)
- Penalties are without prejudice to any other applicable liabilities (Section 3)
- Took effect immediately upon issuance on July 20, 1976 (Section 4)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 966 July 20, 1976 DECLARING VIOLATIONS OF THE INTERNATIONAL CONVENTION OF THE ELIMINATION OF ALL FORMS OF RACIAL DISCRIMINATION TO BE CRIMINAL OFFENSES AND PROVIDING PENALTIES THEREFOR WHEREAS, the International Convention on the Elimination of All Forms of Racial Discrimination which was adopted by the General Assembly of the United Nations on December 21, 1965, entered into force on January 4, 1969; WHEREAS, the Senate of the Philippines concurred in the ratification of the Convention on May 18, 1967; WHEREAS, the instrument of ratification of the Convention by the President was deposited with the Secretary-General of the United Nations on September 15, 1967; WHEREAS, the Convention is now part of the law of the land; and WHEREAS, the Convention provides in its Article 4, that State Parties, inter alia.
