EXECUTIVE ORDER No. 467

DEFINING THE IMPLEMENTATION ARRANGEMENTS FOR THE LAND ADMINISTRATION AND MANAGEMENT PROJECT PHASE 2, THE CREATION OF ONE-STOP-SHOPS, AND FOR OTHER PURPOSES

WHEREAS, the government has committed to reform the Land Administration and Management (LAM) sector as an instrument for poverty reduction and promotion of economic growth through the implementation of the first phase of Land Administration and Management Project (LAMP 1);

WHEREAS, the successful implementation of the learning and innovation phase under LAMP 1 which laid the foundation for replication of improved approaches to land administration and in pursuing further the policy and institutional reforms necessitates the implementation of second phase of the project (LAMP 2) to sustain the momentum already achieved;

WHEREAS, the creation of the Presidential Task Force LAMP under Executive Orders No. 82, series of 2002, to ensure the expeditious implementation of the Program, including the Project of the World Bank and Australian Government related to the Program, needs to be transformed under LAMP 2 into a more...

Summary of Executive Order No. 467

Creation of Land Administration and Management Project National Steering Committee (LAMP-NSC):
- Established under the Office of the Executive Secretary to ensure coordination among agencies for LAMP 2 implementation (Section 1)
- Chaired by DENR Secretary with members from DOF, DOJ, NEDA, DAR, DBM, LRA, civil society, private sector, and local government units (Section 1)

Policy Direction of LAMP-NSC:
- Review and endorse long-term development plan for land administration and management (Section 2)
- Review overall project strategy, direction, and policy recommendations (Section 2)
- Provide policy guidance to address policy gaps and needs (Section 2)
- Review project performance, establish consensus among stakeholders, and monitor agency compliance (Section 2)
- Recommend policies for Innovation Support Fund management (Section 2)
- Confirm selection of pilot sites and One-Stop Shop Manager (Section 2)

DENR as Lead Agency:
- Designated as lead agency for LAMP 2 implementation (Section 3)
- Responsible for achieving project outcomes in policy development, institutional development, capacity building, tenure security, and project management (Section 3)
- Integrate and coordinate implementation of Valuation Component (Section 3)

Powers and Functions of LAMP-NSC Chair (DENR Secretary):
- Convene LAMP-NSC to ensure reform process (Section 4)
- Call on other agencies for support (Section 4)
- Establish DENR-Project Coordination Office (DENR-PCO) to oversee operations (Section 4)
- Designate a Project Executive Director to head DENR-PCO (Section 4)
- Submit regular reports to the President (Section 4)

Valuation Component Implementation:
- DOF responsible for implementing Valuation Component (Section 5)
- Establish Project Management Office (PMO) headed by a Component Manager (Section 5)

Tenure Security Component Implementation by LRA:
- Support advocacy for reform program and establishment of Land Administration Authority (LAA) (Section 6)
- Ensure complementation of projects and programs with LAMP 2 (Section 6)
- Designate officials and staff for LAMP 2 activities (Section 6)
- Mobilize concerned Registry of Deeds for One-Stop Shop (OSS) operations and titling activities (Section 6)

Creation of One-Stop Shops (OSS):
- Established in participating provinces to provide integrated land-related services (Section 7)
- House offices of Registry of Deeds, LAMP Provincial Project Implementation Offices (PPIOs), DENR, DAR, BIR, LGU Assessor's Office, and other relevant offices (Section 7)
- Headed by a manager, either LRA Register of Deeds or DENR officer (Section 7)

Responsibilities of DENR and LRA in OSS Operations:
- Develop joint OSS vision and work program (Section 8)
- Review and develop systems and procedures for streamlined service delivery (Section 8)
- Establish partnership agreements with participating agencies (Section 8)
- Maintain updated Cadastral Index Maps (CIM) and database (Section 8)
- Conduct regular assessment of OSS operations, including exit surveys and studies (Section 8)
- Implement information and education program to promote OSS (Section 8)
- Submit regular reports to LAMP-NSC (Section 8)

Creation of Local Steering Committees (LSC):
- Established in cities/municipalities where Tenure Security and/or Valuation Components are implemented (Section 9)
- Chaired by Provincial Governor with members from participating agencies, civil society, private sector, academe, and local government units (Section 9)
- DENR-PPIO serves as Secretariat (Section 9)

Functions of LSC:
- Convene regularly to ensure LAM reform process at local level (Section 10)
- Provide policy guidance to project implementation at field level (Section 10)
- Coordinate activities of land tenure and valuation components (Section 10)
- Lead promotion and advocacy of reform agenda/program at local level (Section 10)
- Review project performance at local level and recommend measures to LAMP-NSC (Section 10)

Repealing Clause and Effectivity:
- Executive Order No. 82 (2002) creating Presidential Task Force for LAMP is amended (Section 11)
- Takes effect immediately (Section 12)
