Definition of "Chief of Division" (Section 1)

Appointment and Nomenclature (Section 2)
- Chiefs of Division shall be appointed to positions whose nomenclature reflects the required expertise.
- Such positions shall be specifically referred to as "Chief of Division" positions.

Responsibilities of Chiefs of Division (Section 3)
- Accomplishment of goals and objectives of their organizational unit.
- Planning, programming, and distribution of work.
- Motivation, training, and development of employees.
- Review and evaluation of employee performance.
- Maintenance of morale and discipline among employees.
- Development of a cooperative and well-coordinated workforce.
- Coordination and cooperation with other organizational units within the department or agency.

Guidelines and Accountability (Section 4)
- Chiefs of Division shall perform their functions in accordance with guidelines, policies, and standards set by higher supervisors and laws.
- Chiefs of Division shall be responsible and accountable to their higher supervisors.

Action Program and Performance Evaluation (Section 5)
- Chiefs of Division shall submit a semi-annual action program for their division, based on broad policy guidelines.
- The action program shall be arrived at in consultation with employees.
- The accomplishments of the action program shall form the basis for evaluating the performance of the division, the Chief of Division, and the employees.

Selection and Training (Section 6)
- The Civil Service Commission shall establish a sound comprehensive method for selecting Chiefs of Division.
- Departments and agencies shall provide thorough and continuous training to Chiefs of Division and prospective Chiefs on obligations and techniques of good supervision.

Repealing and Modifying Inconsistent Laws (Section 7)
- Any law or decree inconsistent with this Decree is hereby repealed or modified accordingly.

Effectivity (Section 8)
- This Decree shall take effect immediately.

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 988 August 26, 1976 DEFINING THE ROLE, DUTIES AND RESPONSIBILITIES OF CHIEFS OF DIVISIONS IN THE DEPARTMENTS AND AGENCIES OF THE GOVERNMENT AND REGULARIZING THEIR APPOINTMENTS WHEREAS, Chiefs of Divisions occupy pivotal positions in the governmental hierarchy, comprising the link between the top management and the rank and file of government personnel; WHEREAS, this puts the Chiefs of Divisions in the best position to oversee the performance of the employees. WHEREAS, Chiefs of Divisions are directly charged with translating into action the policies, plans and programs of a department or agency, whether these constitute line or staff activities; WHEREAS, Chiefs of Divisions are generally career officials who have been appointed to their positions by virtue of competence, qualifications and potential not to mention dedication and commitment to department or agency goals; NOW, THEREFORE, I, FERDINAND E.
