DELINEATING PRIMARY AND JOINT RESPONSIBILITIES OF GOVERNMENT WIDE SERVICE AGENCIESA. DELINEATION OF PRIMARY RESPONSIBILITIES

- Specific Guidelines (Section 3):
a) Audits: Commission on Audit for financial audits, Civil Service Commission for personnel audits, Budget Commission for management audits (Section 3a).
b) Management Consultancy: Follows the functional delineation in (a). For contracts, provisions of Section 7 apply (Section 3b).
c) Training: Follows the functional delineation in (a). Commission on Audit for accounting and auditing, Civil Service Commission for general policies and coordination, Budget Commission for budgeting, organization, and management (Section 3c).
d) Debt Recovery: Office of the Solicitor-General for prosecution, Commission on Audit or agency for investigation and administrative actions (Section 3d).
e) Accounting: Commission on Audit for rules and supervision, Budget Commission for systems design, National Computer Center for computerization (Section 3e).
- Staffing Pattern (Section 4): Commission on Audit and other agencies determine staffing based on the delineation, subject to budgetary laws.
B. COMMITTEE ON GOVERNMENT MANAGEMENT CONSULTANCY
- Creation (Section 5): A Committee under the Office of the President is created, composed of representatives from the Office of the President (Chair), Commission on Audit, Civil Service Commission, Budget Commission, and others as needed.
- Functions (Section 6):
a) Process and approve management consultancy contracts, or refer to appropriate agency (Section 6a).
b) Recommend modifications to contract terms and conditions (Section 6b).
c) Improve in-house capability of agencies for management consultancy (Section 6c).
d) Recommend policies to optimize use of management consultancy services (Section 6d).
e) Perform other assigned functions (Section 6e).
- Rules for Management Consultancy Services (Section 7):
a) Internal government contracts in specialized fields go directly to relevant agency. Multi-field contracts go to the Committee (Section 7a).
b) Contracts with private firms go to the Committee, evaluated for appropriateness (Section 7b).
- Exemptions (Section 8): Contracts with individuals, less than P50,000, non-profit institutions, and external assistance programs are exempt (Section 8).
- Staff Support (Section 9): Member agencies contribute resources for the Committee's operations.
C. GENERAL PROVISIONS
- Repealing Clause (Section 10): Conflicts with other laws are repealed or modified.
- Effectivity (Section 11): The decree takes effect immediately.

PRESIDENTIAL DECREE No. 1376
DELINEATING PRIMARY AND JOINT RESPONSIBILITIES OF GOVERNMENT WIDE SERVICE AGENCIES AND ESTABLISHING THE MECHANISM THEREOF.
WHEREAS, various laws have granted specific and general mandate for government-wide service agencies to undertake activities relative to auditing, consultancy, training, and general management services;
WHEREAS, it is recognized that government-wide service agencies, in the performance of their main functions, have evolved their own distinct institutional expertise which should be given impetus within the context of a total systems approach for the efficient and effective conduct of government operations;
WHEREAS, there is a need to formulate policy guidelines which would maintain the comparative advantage, optimize the resources, and enhance the overall capability of the government-wide service agencies; and
WHEREAS, the setting up of institutional arrangements among government-wide service agencies is necessary to ensure coordination, avoid duplication of efforts and provide adequate to the critical areas of governmental administration;
