Designation of National Irrigation Administration as Implementing Agency for Magat Multi-Purpose Project
- The Magat Multi-Purpose Project is designed to provide dependable water supply for food production and utilize water resources for other purposes. (Whereas clauses)
- The National Irrigation Administration (NIA) is designated as the implementing agency for the Magat Multi-Purpose Project due to its experience and expertise in executing national irrigation projects. (Section 1)

Functions of NIA as Implementing Agency:
- Ensure early and successful implementation and completion of the project. (Section 1)
- Negotiate with and receive loans from financing institutions to finance the project. (Section 2)
- Ensure proper integration and coordination of related development programs and activities in the region considering the Magat Multi-Purpose Project. (Section 3)
- Coordinate with the National Water Resource Council in planning and supervision of the project. (Section 4)
- Recommend policies, rules, and regulations to the President through the National Water Resource Council for the proper operation of the project after completion, including powers, obligations, and responsibilities of involved agencies, subject to applicable laws and agreements with financing institutions. (Section 5)
- Submit quarterly progress reports to the President. (Section 6)

Cooperation and Assistance:
- All government departments, bureaus, offices, agencies, and instrumentalities are enjoined to cooperate with and assist NIA in performing its assigned tasks to ensure early and successful implementation of the project. (Section 7)

EXECUTIVE ORDER NO. 440 December 3, 1974 DESIGNATING THE NATIONAL IRRIGATION ADMINISTRATION AS THE IMPLEMENTING AGENCY FOR THE MAGAT MULTI-PURPOSE PROJECT IN ISABELA WHEREAS, the Magat Multi-Purpose project is designed to provide dependable water supply critical for the country's present food production effort; WHEREAS, the Magat Multi-Purpose Project is also designed to utilize water resources for purposes other than irrigation; WHEREAS, the National Irrigation Administration (NIA) is a government agency involved in the execution of various national irrigation projects and as such has the necessary experience and expertise required for the speedy and successful implementation of projects such as the Magat Multi-Purpose Project; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby designate the national Irrigation Administration as the implementing Agency for the Magat Multi-Purpose Project.
