Designation of National Power Corporation (NPC) as Lead Agency and Implementing Agency
- NPC is designated as the Lead Agency for the San Roque Multi-Purpose Development Project of Lower Agno River Basin at San Roque, San Manuel, Pangasinan. (Section 1)
- NPC is also designated as the Implementing Agency for the Joint Works of the San Roque Multi-Purpose Project. (Section 1)

Functions of NPC as Lead Agency
1. To ensure the early and successful implementation and completion of the project. (Section 2.1)
2. To negotiate with and receive loans from financing institutions to finance the project. (Section 2.2)
3. To ensure proper integration and coordination of all related development programs and activities in the region in light of the San Roque Multi-Purpose Project. (Section 2.3)
4. To coordinate with the National Water Resources Council and other concerned government agencies in the planning of the project. (Section 2.4)
5. To recommend to the President, through the National Water Resources Council, policies, rules, and regulations that will govern the proper operation of the project after its completion, including the powers, functions, and responsibilities of any agency involved in the project, subject to applicable laws and agreements with financing institutions. (Section 2.5)
6. To submit quarterly progress reports to the President. (Section 2.6)

Cooperation and Assistance
- All government departments, bureaus, offices, agencies, and instrumentalities are enjoined to cooperate with and assist NPC in performing its assigned tasks to ensure the early and successful implementation of the project. (Section 3)
