Designating the PANAMIN as the Implementing Arm of the Kilusang Kabuhayan at Kaunlaran for National Minorities

- The Kilusang Kabuhayan at Kaunlaran (KKK) is declared a top priority program of the government involving all sectors of the Filipino community. (Basis: Whereas clause)
- It is the policy of the state to extend equality in stature, dignity, and opportunity to national minorities, enhancing their contribution to national development. (Basis: Whereas clause)
- The PANAMIN is designated to act on behalf of the President in matters pertaining to national minorities. (Basis: Whereas clause)
- The President is empowered to undertake organizational improvements as appropriate. (Basis: Whereas clause)

Provisions:

- The PANAMIN shall serve as the implementing arm of the KKK for national minorities, incorporating the KKK provisions as provided in Executive Order No. 715. (Basis: Section 1)
- In coordination with the KKK Secretariat, PANAMIN shall formulate and set the implementing policies and guidelines of the KKK program for national minorities based on the expressed aspirations of the minorities. (Basis: Section 2)
- All laws, orders, proclamations, rules, regulations, or parts thereof inconsistent with this Executive Order are repealed or modified accordingly. (Basis: Section 3)
- This Executive Order shall take effect accordingly. (Basis: Section 4)
