- The Boy Scouts of the Philippines is a public corporation created under Commonwealth Act No. 111 for promoting character development and citizenship training of the youth.
- It has demonstrated that it merits continued moral encouragement and material support from the people, and there is a need to make the Scouting Program available to thousands of boys all over the Philippines.
- The organization needs funds to carry out its operations effectively, intensify its nationwide training and recruiting program, plan and promote other programs for the benefit of its members, and meet its obligations as a member of the Boy Scouts International Bureau.
- The annual campaign offers an opportunity to appreciate the good work done by the Boy Scouts of the Philippines and meet a civic obligation by helping train and mold every boy to be a patriotic, God-fearing, upright, clean, and responsible citizen.
- President Ramon Magsaysay designates the period from July 1 to August 14, 1955, for the Boy Scouts of the Philippines to conduct its 1955 Fund Campaign in the provinces and territories outside of Greater Manila and raise funds for its aims and purposes.
- All government officials, employees, citizens, and residents outside of Greater Manila are called upon to assist and support the campaign.
- All national authorities and teachers are authorized to accept fund-raising responsibilities for the Boy Scouts of the Philippines and urged to give active support and leadership in their respective communities.
