Authorization for Government Officials and Employees
- All government officials and employees, including school authorities and teachers, are authorized to accept fund-raising responsibilities and provide active support and leadership in their communities for the Community Chest of Greater Manila. (Section 3)

Proclamation No. 393
DESIGNATING THE PERIOD FROM JULY 1 TO AUGUST 15, 1953, FOR THE FIFTH ANNUAL FUND CAMPAIGN OF THE COMMUNITY CHEST OF GREATER MANILA.
To enable the Community Chest of Greater Manila to carry out its health, welfare and character-building activities, through the agencies affiliated with it, I, Elpidio Quirino, President of the Philippines, do hereby designate the period from July 1 to August 15, 1953, for its Fifth Annual Fund Campaign.
I call upon all residents, firms and organizations in Manila and its suburbs to support this campaign and to give generously to the Community Chest of Greater Manila.
I authorize all government officials and employees, including school authorities and teachers, to accept, for the Community Chest of Greater Manila, fund-raising responsibilities and to give it active support and leadership in their communities.
In witness whereof, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
