Purpose

- The education of all people, young and adult, is one of the primary concerns of the government as stated in Article XIV, Section 5 of the Constitution. (Preamble)
- The first public schools in the Philippines were established around the second week of September 1898, after the American occupation on August 13, 1898, and there were already established private schools at that time. (Preamble)

Proclamation No. 409
DESIGNATING THE SECOND WEEK OF SEPTEMBER OF EACH YEAR AS "EDUCATION WEEK"
WHEREAS, in a democracy like the Philippines, in order that an intelligent public opinion may be formed, it is necessary that the people be kept constantly informed about the policies and achievements of the Government;
WHEREAS, under Article XIV, section 5, of the Constitution, the education of all the people, young and adult, is one of the primary concerns of the Government; and
WHEREAS, it was in or about the second week of September, 1898, that the first public schools were established in the Philippines after the American occupation on August 13, 1898, and at that time, there were already established private schools;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, do hereby declare the second week of September of each year as "Education Week", during which period vital information about the objectives, work and accomplishments of the public and private schools may be disseminated among the people.
