DESIGNATION OF CLARK SPECIAL ECONOMIC ZONE (CLARK FIELD) AS THE FUTURE SITE OF A PREMIER PHILIPPINE INTERNATIONAL AIRPORT
WHEREAS, the recent IATA forecast indicates that more than 376 million enplanements (51.1% of world total) will be in the Asia-Pacific by the year 2010, a fourfold increase from 1990;
WHEREAS, Asian countries have already embarked on ambitious airport infrastructure development and expansion projects to alleviate congestion in airspace, runways and terminals, and to keep pace with rapid economic development;
WHEREAS, the conversion development program of the Bases Conversion Development Authority (BASECON) for the former Clark Air Base revolves around the establishment of an international aviation complex that will involve the expansion of existing aviation facilities into world class and globally competitive standards;
WHEREAS, Clark Air Base with its existing runways and airport area of 2,200 hectares provides sufficient area for phased expansion to serve the air traffic demand of the 21st Century;

DESIGNATION OF CLARK SPECIAL ECONOMIC ZONE (CLARK FIELD) AS THE FUTURE SITE OF A PREMIER PHILIPPINE INTERNATIONAL AIRPORT
- Background and Rationale:
- Forecasted increase in air traffic demand in Asia-Pacific region by 2010 (Section 1)
- Need for airport infrastructure development to keep pace with economic growth (Section 2)
- Clark Air Base's potential for conversion into a world-class international aviation complex (Sections 3-4)
- Centennial celebrations at Clark by 1998, requiring operational airport by Q4 1997 (Section 5)
- Development of Clark Aviation Complex to attract economic activities and decongest Metro Manila (Section 6)
- Commitment of BASECON and CDC to establish an international airport at Clark (Section 7)
- International community's view of the new airport as a signal of Philippines' economic revival (Section 8)

b. Recommending the organizational structure of a proposed Clark International Airport Corporation (Section 2b)
c. Formulating a comprehensive phased implementation program with an initial opening date capacity of 14 Million passengers by 1998 (Section 2c)
d. Developing Terms of Reference for public-private partnership for construction and operation (Section 2d)
e. Recommending other essential priority programs and infrastructure projects (Section 2e)
f. Requiring assistance from other government agencies and enlisting private sector support (Section 2f)
- Funding:
- Funds to be charged against BASECON's budget and augmented from the Contingent Fund under the General Appropriations Act of 1994 (Section 3)
- Funds may also be augmented by foreign assistance grants sourced by NEDA, CCPAP, DOTC, and BASECON (Section 3)
