Summary of Presidential Decree No. 1808Cancellation of Awards and Reconveyance of Agno-Leveriza Tenant Association Subdivision:
- The awards, contracts of sale, titles of lots within the Agno-Leveriza Tenant Association (ALTA) Subdivision are canceled and revoked. (Section 2)
- The ownership of the lots reverts back to the government if the awardee or purchaser is a non-resident and not in actual physical possession. (Section 2)
Compensation for Awardees:
- The National Housing Authority (NHA) shall refund the amounts paid by awardees still paying installments to the City of Manila, with 12% interest per annum. (Section 3)
- The NHA shall pay just compensation to those who have fully paid their obligations or their successors-in-interest, in accordance with PD No. 1533. (Section 3)
Expropriation of Adjacent Vacant Lots:
- The NHA is directed to expropriate the vacant lots of private ownership adjoining the ALTA Subdivision, covered by specific Transfer Certificate of Titles. (Section 5)
Development Plan and Disposition:
- The NHA shall evolve, prepare, and implement a comprehensive development plan for upgrading existing dwelling units, relocation of qualified squatter families, and introduction of basic facilities and services. (Section 6)
- The NHA shall maximize land use, provide for controlled and structured growth of dwellings, and adopt rules and regulations for disposition and award of lots. (Section 6)
- The development shall be undertaken according to funding arrangements and design standards agreed with the International Bank for Reconstruction and Development (IBRD) as part of the Third Urban Development Project. (Section 7)
- The selling price of the land shall be fixed to recover the expropriation cost and other development costs chargeable to the beneficiaries, as provided by LOI 555, as amended, or as deemed appropriate under the IBRD loan agreement. (Section 7)
Funding and Cost Recovery:
- The required funds shall be appropriated from funds made available to the NHA as part of the Third Urban Development Project. (Section 8)
- The Ministry of the Budget shall make available all appropriations to the NHA for the program. (Section 9)
- The amounts appropriated shall be recovered from the beneficiaries in accordance with LOI 555, as amended. (Section 10)
Enforcement and Judicial Review:
- Failure to pay dues or amortizations after a 3-month grace period shall cause summary ejection by the NHA without the need for a court order. (Section 10)
- The ejected beneficiary shall be treated as a mere squatter with no further right to the benefits of this Decree. (Section 10)
- The NHA's decisions, rulings, orders, or resolutions regarding disposition of lots or dwelling units, or ejection of delinquent beneficiaries, cannot be subject to judicial review and shall be final, unless appealed to the Office of the President within 30 days. (Section 11)
- If the Office of the President does not reverse or modify the NHA's decision within 60 days from notice of appeal, it shall be deemed affirmed. (Section 11)

DIRECTING THE CANCELLATION OF AWARDS, CONTRACTS OF SALE, TITLES OF LOTS WITHIN THE AGNO-LEVERIZA TENANT ASSOCIATION SUBDIVISION AND THE RECONVEYANCE OF THE SAME TO THE GOVERNMENT UPON PAYMENT OF JUST COMPENSATION AND ORDERING THE EXPROPRIATION OF VACANT LOTS ADJACENT THERETO WHICH ARE COVERED BY TRANSFER CERTIFICATE OF TITLES NOS. 70406, 31713, 132081 AND 134314 ALL SITUATED AT MALATE, MANILA FOR UPGRADING UNDER THE ZONAL IMPROVEMENT PROGRAM (ZIP) AND THE DISPOSAL OF LOTS GENERATED THEREIN TO THEIR PRESENT BONA-FIDE OCCUPANTS AND OTHER QUALIFIED SQUATTER FAMILIES AND AUTHORIZING THE APPROPRIATION OF FUNDS FOR THE PURPOSE
WHEREAS, the government has adopted and implemented the announced policy that slum improvement and resettlement, otherwise known as upgrading of sites and services, is an accepted approach to meeting the housing needs and the primary strategy in dealing with slums and other blighted communities;
