EXECUTIVE ORDER NO. 31
DIRECTING THE DEPARTMENT OF BUDGET AND MANAGEMENT TO ESTABLISH A COMPREHENSIVE DATABASE ON GOVERNMENT MANPOWER FOR BUDGET MANAGEMENT AND FOR OTHER PURPOSES
WHEREAS, Section 22, Article VII of the Constitution requires the President to submit to Congress the yearly national budget as the basis of the General Appropriations Bill;
WHEREAS, Section 3, Chapter I, Title XVII, Book IV of Executive Order No. 292, otherwise known as the “Administrative Code of 1987”, mandates the Department of Budget and Management (DBM) to assist the President in the preparation of the national budget as an instrument of national development to ensure that public funds are utilized effectively;
WHEREAS, there is a need to strengthen the results-orientation of the budget, and afford full transparency and accountability in all government expenditure operations;
WHEREAS, the Personal Services (PS) appropriations comprise more than thirty-two percent (32%) of the national budget so the government should have complete and accurate data on its manpower complement in order to effectively manage...

Executive Orders
Directing The Department Of Budget And Management To Establish A Comprehensive Database On Government Manpower For Budget Management And For Other Purposes
Executive Order No. 31
Summary of Executive Order No. 31
Establishment of a Comprehensive Database on Government Manpower (Section 1):
- The Department of Budget and Management (DBM) shall establish a comprehensive database on government manpower within 3 years.
- The existing Government Manpower Information System (GMIS) shall be enhanced to provide a complete and accurate database of all positions, incumbents, and authorized compensation in the Executive, Legislative, and Judicial Branches, including government-owned or controlled corporations (GOCCs), government financial institutions (GFIs), and Constitutional Offices.
Submission of Agency Personnel Information (Section 2):
- All heads of national government departments and agencies shall submit to the DBM complete information on all their civilian, military, and uniformed personnel, whether regular, casual, or contractual, regardless of the funding source.
- The Department of National Defense (DND), Department of the Interior and Local Government (DILG), Philippine Coast Guard, and National Mapping and Resource Information Authority shall submit their roster of military or uniformed personnel within the first half of 2011.
Responsible Budgeting (Section 3):
- Agency heads shall ensure that their proposed Personal Services (PS) requirement is computed based on the personnel information provided and in accordance with their authorized compensation.
- The DBM shall only recommend the PS requirement consistent with the Comprehensive Database on Government Manpower during budget review.
- Payments beyond or in excess of the authorized compensation reflected in the database shall be considered illegal disbursement of public funds, and responsible officials shall be held accountable.
- The DBM, in coordination with the Civil Service Commission (CSC), shall conduct a risk-based personnel audit of government agencies' manpower complement on a regular basis.
Authorized Compensation (Section 4):
- Authorized compensation refers to the basic salary, allowances and benefits, and incentives authorized under the Salary Standardization Law or respective agency charters for exempted entities.
Regular Updating of the Government Manpower Database (Section 5):
- The Comprehensive Database on Government Manpower shall be updated regularly by national government departments and agencies, including GOCCs, GFIs, and Constitutional Offices, to reflect changes in positions and incumbents.
Use of Information Technology (Section 6):
- The DBM shall make use of advancements in information technology to enhance and ensure the reliability and transparency of the Comprehensive Database on Government Manpower.
Inter and Intra-Agency Linkage (Section 7):
- The Comprehensive Database on Government Manpower shall be linked with the personnel information systems of the CSC, Government Service Insurance System, Bureau of Internal Revenue, and other concerned agencies, including human resource management information systems and payroll systems of different government agencies.
Confidentiality of Information (Section 8):
- The DBM shall protect the confidentiality of all data and information gathered and stored in the Comprehensive Database on Government Manpower.
- Any breach of confidentiality or unauthorized disclosure shall make the responsible officials administratively and criminally liable under existing laws.
Implementing Guidelines (Section 9):
- The DBM shall issue implementing rules and regulations to ensure proper implementation and immediate compliance with this Executive Order.
Repealing Clause (Section 10):
- All orders, rules, regulations, and issuances inconsistent with this Executive Order are repealed or modified accordingly.
Separability Clause (Section 11):
- If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions shall remain valid and subsisting.
Effectivity (Section 12):
- This Executive Order shall take effect immediately upon its publication in a newspaper of general circulation.
