EXECUTIVE ORDER NO. 839 October 26, 1982
DIRECTING THE REORGANIZATION OF THE NATIONAL FOOD AUTHORITY
WHEREAS, in order that a wider outreach of farmers and consumers can be provided with market assistance, the functions and responsibilities of the National Food Authority (NFA) has been expanded to cover food commodities other than grains;
WHEREAS, there arises a need to attune the organizational structure of the NFA to the demands of its expanded functions;
WHEREAS, reforms in the organizational structure of NFA will also promote efficiency within the authority;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct the following:
Sec. 1. For purpose of the reorganizational needs, the NFA Council is hereby authorized and directed to:
a. Group, coordinate, consolidate or integrate positions and functions in the NFA;
b. Create, classify and abolish positions; and
c. Fix salaries and other compensation of NFA officials and employees.

Reorganization of the National Food Authority (NFA)
- Authorizes and directs the NFA Council to:
• Group, coordinate, consolidate or integrate positions and functions in the NFA. (Sec. 1a)
• Create, classify and abolish positions. (Sec. 1b)
• Fix salaries and other compensation of NFA officials and employees. (Sec. 1c)
- Directs the NFA Council to promulgate necessary implementing guidelines, including internal organization of units and offices. (Sec. 2)
- Requires appointments made by the NFA Council to be based on merit and fitness. (Sec. 3)
- Exempts personnel actions in the NFA, including fixing of salaries and compensation, from regulations of the Office of Compensation and Position Classification. (Sec. 4)
- Takes effect immediately. (Sec. 5)
