DISPOSITION OF THE (1) BICOL RIVER BASIN DEVELOPMENT PROGRAM OFFICE, (2) BOHOL INTEGRATED AREA DEVELOPMENT PROJECT OFFICE, (3) CAGAYAN INTEGRATED AGRICULTURAL DEVELOPMENT PROJECT OFFICE, (4) MINDORO INTEGRATED RURAL DEVELOPMENT PROJECT OFFICE
WHEREAS, the integrated area development (IAD) was adopted to provide a systematic and comprehensive strategy to ensure synchronized delivery of packaged development programs of the government;
WHEREAS, in line with the policy on administrative decentralization and regionalization as expressed in Article X, Section 14 of the Constitution, the newly reorganized Regional Development Councils (RDCs) and the local government units (LGUs) have been strengthened to make them more effective instruments and partners in the proven of regional development;
WHEREAS, specific elements of decentralization now render feasible the shift in the institutional arrangements for the IADs, where the RDCs and LGUs concerned may now assume active responsibility and authority over the same; and

Disposition of Integrated Area Development Program Offices
- Abolishes the following offices and transfers their functions:
• Bicol River Basin Development Program Office (BRBDPO)
- Functions transferred to RDC of Region V and respective Governors of Camarines Sur and Albay (Sec. 1.1)
• Bohol Integrated Area Development Project Office (BIADPO)
- Functions transferred to the Governor of Bohol (Sec. 1.2)
• Cagayan Integrated Agricultural Development Project Office (CIADPO)
- Functions transferred to the Governor of Cagayan (Sec. 1.3)
• Mindoro Integrated Rural Development Project Office (MIRDO)
- Functions transferred to RDC of Region IV for regional/multi-provincial projects, and respective Governors of Oriental Mindoro and Occidental Mindoro for single province projects (Sec. 1.4)
• Samar Integrated Rural Development Project Office (SIRDPO)
- Functions transferred to RDC of Region VIII for regional/multi-provincial projects, and respective Governors of Samar, Eastern Samar, and Northern Samar for single province projects (Sec. 1.5)
Interim Arrangement
• Officers and employees of abolished offices shall continue performing duties and receiving salaries and benefits in a holdover capacity pending implementation of reorganization (Sec. 2)
Separation Benefits
• Qualified personnel affected by abolition shall receive retirement benefits under existing laws, or separation gratuity equivalent to one-month basic salary for every year of service, up to a maximum of 12 months' salary (Sec. 3)
• They shall also be paid the money value of accumulated vacation and sick leave credits (Sec. 3)
Funding
• Funds needed shall be taken from the budgetary outlay for IADPOs under the Department of Budget and Management, as authorized under the General Appropriations Act for FY 1989 (Sec. 4)
Implementation Authority
• The Secretary of Budget and Management shall issue necessary rules, regulations, guidelines, and other issuances in consultation with Program Directors of abolished IADPOs (Sec. 5)
Loan Agreements
• The Department of Budget and Management, in coordination with NEDA, shall ensure agencies observe terms and conditions of loan agreements executed between foreign funding institutions and the Philippine Government involving IAD projects (Sec. 6)
Suppletory Application
• Provisions of Executive Order No. 363, series of 1989, and other issuances not inconsistent with this Executive Order shall have suppletory effect (Sec. 7)
Repealing Clause
• All orders, rules, regulations, other issuances or parts thereof, which are inconsistent with this Executive Order, are hereby repealed or modified accordingly (Sec. 8)
Effectivity Clause
• This Executive Order shall take effect immediately upon approval (Sec. 9)
