Executive Order No. 103 May 17, 2002
DIVIDING REGION IV INTO REGION IV-A AND REGION IV-B, TRANSFERRING THE PROVINCE OF AURORA TO REGION III AND FOR OTHER PURPOSES
WHEREAS, Article X, Section 4 of the Constitution provides that the President shall exercise general supervision over local government units;
WHEREAS, the administrative regions were established to promote efficiency in the Government, accelerate social and economic development and improve public services;
WHEREAS, to further accelerate the social and economic development of the provinces and cities comprising Region IV and improve the delivery of public services, there is a need to divide Region IV and transfer the Province of Aurora to Region III.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. Region IV is hereby divided into Region IV-A and Region IV-B.

Dividing Region IV into Region IV-A and Region IV-B, and Transferring the Province of Aurora to Region III
- Region IV is divided into two regions: Region IV-A (CALABARZON) and Region IV-B (MIMAROPA). (Section 1)
- Region IV-A (CALABARZON) comprises the following provinces and cities:
    - Provinces: Batangas, Cavite, Laguna, Quezon, and Rizal. (Section 2a.i)
    - Cities: Antipolo City, Batangas City, Calamba City, Cavite City, Lipa City, Lucena City, San Pablo City, Tagaytay City, Tanauan City, and Trece Martires City. (Section 2b)
- Region IV-B (MIMAROPA) comprises the following provinces and cities:
    - Provinces: Marinduque, Mindoro Occidental, Mindoro Oriental, Palawan, and Romblon. (Section 3a)
    - Cities: Calapan City and Puerto Princesa City. (Section 3b)
- The Province of Aurora is transferred from Region IV to Region III. (Section 4)
- The Department of the Interior and Local Government is directed to supervise the division of Region IV and the transfer of Aurora Province. (Section 5)
- All orders, rules, regulations, and issuances inconsistent with this Executive Order are repealed or modified accordingly. (Section 6)
- The Executive Order takes effect immediately upon approval. (Section 7)
