Conversion of DHVSU Extension Campuses into Regular Campuses
- The extension campuses of Don Honorio Ventura State University (DHVSU) located in the municipalities of Sto. Tomas, Porac, Lubao, Candaba, Apalit, Mexico, Sta. Rita, Floridablanca, Guagua, and Sasmuan in Pampanga are converted into regular campuses. (Section 2)
- The converted campuses shall be known as DHVSU-Sto. Tomas Campus, DHVSU-Porac Campus, DHVSU-Lubao Campus, DHVSU-Candaba Campus, DHVSU-Apalit Campus, DHVSU-Mexico Campus, DHVSU-Sta. Rita Campus, DHVSU-Floridablanca Campus, DHVSU-Guagua Campus, and DHVSU-Sasmuan Campus. (Section 2)

Mandate and Functions of the Converted Campuses
- The converted campuses shall primarily provide short-term technical-vocational, undergraduate, and graduate courses within their areas of competency and specialization, pursuant to the mandate of DHVSU. (Section 3)
- They shall undertake research and extension services, and provide progressive leadership in these areas. (Section 3)
- The courses offered and services provided shall be according to their capabilities as determined by the Board of Regents to meet the human resources development needs of Pampanga and Region III. (Section 3)

Governance and Administration
- The governance of the converted campuses shall be vested exclusively in the Board of Regents of DHVSU. (Section 4)
- The DHVSU President shall exercise overall supervision and management of the campuses. (Section 5)
- Each campus shall be headed by a Campus Administrator who shall render full-time service and is appointed or designated by the Board of Regents, upon the recommendation of the search committee and the President, subject to the guidelines, qualifications, and standards set by the Board. (Section 5)

Transfer of Assets, Personnel, and Records
- All assets, real and personal, personnel, and records of the DHVSU Extension Campuses in the mentioned municipalities, as well as liabilities or obligations, shall be transferred to DHVSU. (Section 6)
- The positions, rights, and security of tenure of faculty members and personnel employed under existing laws prior to the conversion shall be respected. (Section 6)
- All parcels of land belonging to the government occupied by the converted campuses are transferred to DHVSU and shall be titled under its name. (Section 6)
- If the campuses or DHVSU cease to exist or be abolished, or if the parcels of land are no longer needed, they shall revert to the local government units concerned or to the Republic of the Philippines. (Section 6)

Funding and Financial Support
- The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act (GAA). (Section 7)
- The municipalities of Sto. Tomas, Porac, Lubao, Candaba, Apalit, Mexico, Sta. Rita, Floridablanca, Guagua, and Sasmuan shall provide financial support to their respective extension campuses until the necessary amount is included in the annual GAA. (Section 7)

Governing Charter and Repealing Clause
- The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) and Republic Act No. 9832 (as amended by Republic Act No. 11169, renaming DHVTSU to DHVSU), shall form part of this Act and serve as the governing charter of DHVSU. (Section 8)
- All other laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with this Act are repealed or modified accordingly. (Section 10)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 11)
