Summary of Republic Act No. 11779 (Eastern Visayas State University-Dulag Campus Act)

Title and Purpose (Section 1):
- This law shall be known as the "Eastern Visayas State University-Dulag Campus Act".

Conversion of Dulag Satellite Campus (Section 2):
- The Dulag Satellite Campus of the Eastern Visayas State University (EVSU) located in Dulag, Leyte is converted into a regular campus called the EVSU-Dulag Campus.

Academic Programs and Activities (Section 3):
- The EVSU-Dulag Campus shall offer:
    - Short-term technical-vocational education and training (TVET) courses
    - Undergraduate and graduate degree programs
    - Other related and relevant fields of study as deemed necessary by the Board of Regents
- It shall undertake research, extension services, and production activities to support socioeconomic development in Leyte and Region VIII.

Governance (Section 4):
- The governance of the EVSU-Dulag Campus shall be vested exclusively in the Board of Regents of the EVSU.

Campus Administrator (Section 5):
- The EVSU-Dulag Campus shall be headed by a full-time Campus Administrator appointed by the Board of Regents upon recommendation of the search committee and the President.

Transfer of Assets, Personnel, and Land (Section 6):
- All assets, personnel, records, liabilities, and obligations of the EVSU-Dulag Satellite Campus shall be transferred to the EVSU.
- The rights and security of tenure of faculty and personnel shall be respected.
- All government-owned land occupied by the EVSU-Dulag Satellite Campus shall be transferred and titled under the EVSU's name.

Funding (Section 7):
- The initial implementation of this Act shall be charged against the current year's funding of the EVSU-Dulag Satellite Campus provided by the Municipality of Dulag, Leyte.
- The Municipality of Dulag shall provide the same assistance until the necessary amount for continued operation and maintenance is included in the annual General Appropriations Act.

Separability Clause (Section 8):
- If any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions shall remain in full force and effect.

Amendment and Repeal (Section 9):
- Republic Act No. 9311, which establishes the EVSU, is hereby amended.
- All other laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with this Act are repealed or modified accordingly.

Effectivity (Section 10):
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
