Summary of Executive Order No. 470Enhancing and Amending Executive Order No. 485 S. 1998 on the Youth Entrepreneurship Program (YEP):
- Approves the implementation of the YEP formulated by the National Youth Commission (NYC) to develop entrepreneurial skills of the youth and contribute to nation-building. (Section 1)
- The YEP has the following components:
• Entrepreneurship Education: Immersion in entrepreneurship principles, provision of technical assistance on business plan preparation, starting and managing businesses, and other management efficiency modules. (Section 1a)
• Credit Assistance and Lending: Provision of information on available credit and lending facilities in government agencies and the system/mechanism to access resources for viable business proposals. (Section 1b)
• Role Modeling and Mentoring: Exposure to personalities in the business community, establishment of mentor-apprentice relationships, organizing meetings and activities, dedicated website for interactions, and insights on market trends, business opportunities, and new technologies. (Section 1c)
• Business Plan Development and Training: Technical assistance on business plan preparation, starting and managing businesses, continuing entrepreneurship education, and competence development activities. (Section 1d)
• Market Syndication and Linkaging: Linking young entrepreneurs with the market through trade fairs and business matching activities. (Section 1e)
• Business Information Network: Provision of continuing information assistance to young entrepreneurs concerning market trends, business opportunities, and technologies through publications or internet access. (Section 1f)
- Establishes the National Cooperators Council composed of the Secretary of the Department of Trade and Industry as Chairman, the Chairperson of the NYC as Co-Chairman, the Presidential Consultant for Entrepreneurship (representing the private business sector) as Vice Chairman, and senior officers from various government agencies as members. (Section 3)
- The Council members shall identify and develop youth-oriented entrepreneurship programs consistent with their respective mandates and policies for enrollment under the YEP, classified along the major components mentioned above. (Section 5)

EXECUTIVE ORDER No. 470
ENHANCING AND AMENDING EXECUTIVE ORDER NO. 485 S. 1998 ENTITLED “ESTABLISHING THE YOUTH ENTREPRENEURSHIP PROGRAM AND CREATING THE NATIONAL COOPERATORS COUNCIL, PROVIDING FOR ITS FUNCTIONS AND FOR OTHER PURPOSES”
WHEREAS, the National Youth Commission (NYC) pursuant to its mandate under R.A. 8044, series of 1995, has formulated the Youth Entrepreneurship Program which aims to develop the entrepreneurial skills of the youth and encourage them to participate and organize business enterprises;
WHEREAS, among the targets in the Ten-Point Agenda of this administration is the creation of three million entrepreneurs;
WHEREAS, the private business sector plays a critical role in ensuring the success of the programs on entrepreneurship;
WHEREAS, the implementation of the Youth Entrepreneurship Program can be strengthened by the participation of the private business sector;
WHEREAS, there is a need to amend Executive Order No. 485 to institutionalize the participation of the private business sector in the Youth Entrepreneurship Program;
