EXECUTIVE ORDER NO. 360 June 9, 1989
ENJOINING ALL GOVERNMENT FINANCIAL INSTITUTIONS AND GOVERNMENT OWNED OR CONTROLLED CORPORATIONS TO GRANT THE DEPARTMENT OF AGRARIAN REFORM THE RIGHT OF FIRST REFUSAL IN THE SALE OR DISPOSITION OF ALL LANDS OWNED BY THEM WHICH ARE SUITABLE TO AGRICULTURE
WHEREAS, Section 1 of Executive Order No. 229, Series of 1987 states that: "[T]he Comprehensive Agrarian Reform Program (CARP) shall cover, regardless of tenurial arrangement and commodity produced, all public and private agricultural lands as provided in Proclamation No. 131 dated July 22, 1987, including whenever applicable in accordance with law, other lands of the public domain suitable to agriculture;"
WHEREAS, Section 4 of Republic Act No. 6657 provides that: "[T]he Comprehensive Agrarian Reform Law of 1988 shall cover, regardless of tenurial arrangement and commodity produced, all public and private agricultural lands as provided in Proclamation No. 131 and Executive Order No. 229, including other lands of the public domain suitable for agriculture;"

Granting the Department of Agrarian Reform the Right of First Refusal
- All government financial institutions and government-owned or controlled corporations are enjoined to grant the Department of Agrarian Reform the right of first refusal in the sale or disposition of all lands owned by them which are suitable for agriculture. (Sec. 1)
- This is in accordance with the Comprehensive Agrarian Reform Program (CARP) which covers all public and private agricultural lands, including lands of the public domain suitable for agriculture, as stated in Proclamation No. 131 and Executive Order No. 229. (Whereas clauses)
Reporting Requirement
- The respective heads of these institutions and corporations shall report to the Office of the President their compliance with this Executive Order and their present inventory of the lands covered by this Executive Order within thirty (30) days from the date of effectivity. (Sec. 2)
Effectivity
- This Executive Order shall take effect immediately. (Sec. 3)
