ENTITLING OFFICERS AND MEN OF THE INTEGRATED NATIONAL POLICE TO ACCUMULATE AND COMMUTE, SUBJECT TO CERTAIN CONDITIONS, LEAVE CREDITS, AND FOR OTHER PURPOSES
WHEREAS, pursuant to Presidential Decree Number 1184, dated August 26, 1977, the Director General, Integrated National Police is tasked to develop health and welfare programs and to take proper steps to improve personnel morale in the Integrated National Police;
WHEREAS, in line with this objective and as a further measure to accelerate the upgrading and professionalization of the Integrated National Police service, it is desirable that the leave privileges enjoyed by personnel of the Philippine Constabulary and the other services of the Armed Forces of the Philippines be enjoyed by the members of the INP;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct the following:

Entitling Officers and Men of the Integrated National Police to Accumulate and Commute Leave Credits
- Vacation and sick leave shall be cumulative for members of the Integrated National Police (INP), allowing accumulation in excess of 10 months. (Section 1)
- Upon voluntary resignation, retirement, or separation from service through no fault, INP members shall be entitled to commutation of all accumulated vacation and sick leave, subject to availability of funds, up to a maximum of 10 months. (Section 2)
- INP members prevented from taking leave due to service exigencies can commute up to 2 months of leave credits per year, subject to availability of funds and having at least 5 months of leave credits remaining. (Section 3)
- The Director General of the INP shall prescribe rules and regulations for a systematic and equitable leave program, prioritizing actual leave enjoyment or commutation of unused leaves, subject to approval by the Minister of National Defense. (Section 4)
- The Director General of the INP is authorized to use INP savings for the purpose of implementing this order. (Section 5)
- The order shall take effect upon approval. (Section 6)
