Establishing a Cabinet Standing Committee

- Creates a Cabinet Standing Committee to coordinate and monitor the implementation of policies, programs and projects of the government.
- The Committee shall be composed of the following:
  - The Executive Secretary as Chairman
  - The Secretary of Finance
  - The Secretary of Budget and Management
  - The Secretary of Justice
  - The Secretary of Agriculture
  - The Secretary of Agrarian Reform
  - The Secretary of Labor and Employment
  - The Secretary of Trade and Industry
  - The Secretary of Public Works and Highways
  - The Secretary of Transportation and Communications
  - The Secretary of Natural Resources
  - The Secretary of Education, Culture and Sports
  - The Secretary of Health
  - The Secretary of Local Government
  - The Secretary of National Defense
  - The Presidential Executive Assistant
  - The Director-General of the National Economic and Development Authority
  - The Press Secretary
  - The Chief Presidential Legal Counsel
  - The Head of the Presidential Management Staff
- The Committee shall meet at least once a month or as often as necessary. (Section 1)
