- A multi-species marine hatchery shall be established in the Municipality of Basey, Province of Samar, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA). (Section 1)
Feasibility Study and Transfer of Management
- Prior to the establishment, the BFAR-DA shall conduct a full-scale feasibility study to comply with the requirements of the Department of Budget and Management. (Section 2)
- Within two (2) years after construction, the BFAR-DA shall transfer the management of the hatchery to the local government of Basey through a memorandum of agreement. (Section 2)
- The BFAR-DA shall implement a training and phasing-in program for local government personnel on the management and operation of the hatchery. (Section 2)
Research and Experimentation
- The BFAR-DA shall conduct continuing research and experimentation on the breeding and production of marine species, especially as they apply to local conditions, to discover new methods and technologies that will enhance the fishing industry. (Section 3)
Funding and Appropriations
- The Secretary of Agriculture shall include the feasibility study and establishment of the hatchery in the Department's programs, and the funding shall be included in the General Appropriations Act. (Section 4)
- The local government unit shall set aside funds from any available local revenue for the operationalization of the hatchery. (Section 4)
Rules and Regulations
- Within sixty (60) days from the effectivity of this Act, the Secretary of Agriculture shall issue the rules and regulations on the establishment, supervision, operation, monitoring, and the eventual transfer of the multi-species marine hatchery to the local government of Basey. (Section 5)
Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)

REPUBLIC ACT NO. 11809
AN ACT ESTABLISHING A MULTI-SPECIES MARINE HATCHERY IN THE MUNICIPALITY OF BASEY, PROVINCE OF SAMAR, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. There shall be established, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA), a multi-species marine hatchery in the Municipality of Basey, Province of Samar.
