Summary of Republic Act No. 11895Establishment of a Multi-Species Marine Hatchery
- A multi-species marine hatchery shall be established in the Municipality of Tibiao, Province of Antique, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA). (Section 1)
- Prior to the establishment, BFAR-DA shall conduct a full-scale feasibility study to comply with the requirements of the Department of Budget and Management. (Section 2)
Transfer of Management to Local Government
- Within two (2) years after construction, BFAR-DA shall transfer the management of the hatchery to the local government of Tibiao through a memorandum of agreement. (Section 2)
- BFAR-DA shall implement a training and phasing-in program for local government personnel on the management and operation of the hatchery. (Section 2)
Research and Experimentation
- BFAR-DA shall conduct continuing research and experimentation on breeding and production of marine species, especially as they apply to local conditions, to discover new methods and technologies that will enhance the fishing industry. (Section 3)
Funding and Appropriations
- The Secretary of Agriculture shall include the feasibility study and establishment of the hatchery in the Department's programs, with funding included in the General Appropriations Act. (Section 4)
- The local government unit of Tibiao shall set aside funds from available local revenue for the operationalization of the hatchery. (Section 4)
Rules and Regulations
- Within sixty (60) days from the effectivity of this Act, the Secretary of Agriculture shall issue rules and regulations on the supervision, operation, monitoring, and eventual transfer of the hatchery to the local government of Tibiao. (Section 5)
Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)

REPUBLIC ACT NO. 11895
AN ACT ESTABLISHING A MULTI-SPECIES MARINE HATCHERY IN THE MUNICIPALITY OF TIBIAO, PROVINCE OF ANTIQUE AND APPROPRIATING FUNDS THEREFOR
SECTION 1. There shall be established, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA), a multi-species marine hatchery in the Municipality of Tibiao, Province of Antique.
SECTION 2. Prior to the establishment of the multi-species marine hatchery, the BFAR-DA shall conduct a full-scale feasibility study in support of its construction to comply with the requirements of the Department of Budget and Management.
