ESTABLISHING AND DELINEATING THE RESPONSIBILITIES OF THE NATIONAL POWER CORPORATION AND THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES OVER WATERSHEDS AND RESERVATIONS UNDER THE FORMER'S JURISDICTION AND CONTROL, AND RESTORING TO THE NATIONAL POWER CORPORATION JURISDICTION AND CONTROL OVER THE ANGAT WATERSHED RESERVATION
WHEREAS, Section 3(n) of Republic Act No. 6395 vests in the National Power Corporation (NPC) "complete jurisdiction and control over watershed areas surrounding the reservoirs of plants and/or projects constructed or proposed to be constructed by" the NPC;
WHEREAS, Executive Order No. 192 (1987) declares the Department of Environment and Natural Resources as the "sole agency responsible for the conservation, management, development and proper use of the country's natural resources within the forest lands including watershed reservations;"
WHEREAS, NPC continues to have jurisdiction over watershed areas adverted to in Section 3(n) of Republic Act No. 6395 as Executive Order No. 192 is a general law while the former is a special law;

Summary of Executive Order No. 258
Establishes and delineates the responsibilities of the National Power Corporation (NPC) and the Department of Environment and Natural Resources (DENR) over watersheds and reservations under NPC's jurisdiction and control. (Sec. 1)
NPC's Responsibilities:
• Prepare comprehensive management, protection, development, and rehabilitation plans and programs for watersheds and reservations, including resettlement/relocation of occupants/settlers. (Sec. 1.1)
• Enforce forestry and other pertinent laws and regulations within watersheds and reservations. (Sec. 1.2)
• Confiscate and dispose of illegally cut, harvested, or collected forest products from watersheds and reservations. (Sec. 1.3)
• Identify areas within watersheds and reservations requiring immediate rehabilitation and development. (Sec. 1.4)
• Formulate and implement measures to promote protection, development, rehabilitation, and conservation of forest cover and prevent siltation of existing reservoirs. (Sec. 1.5)
• Establish and manage tree farms/industrial forest plantations for electric line poles production. (Sec. 1.6)
• Secure clearance from DENR before allowing cutting, harvesting, and utilization of timber and other forest products. (Sec. 1.7)
• Undertake public education and information drives on the importance of forest resources and watersheds. (Sec. 1.8)
• Conduct watershed characterization surveys and other activities for effective management, protection, development, and rehabilitation. (Sec. 1.9)
DENR's Responsibilities:
• Assist NPC in formulating and implementing comprehensive plans and programs for watersheds and reservations. (Sec. 1.1)
• Assign technical advisory teams to assist NPC in managing, protecting, developing, and rehabilitating watersheds and reservations. (Sec. 1.2)
• Provide technical assistance to NPC in establishing and developing tree farms or industrial forest plantations. (Sec. 1.3)
• Assist NPC in conducting public education and information drives on the importance of forest resources and watersheds. (Sec. 1.4)
• Provide technical assistance to NPC in conducting watershed characterization surveys. (Sec. 1.5)
