- Establishes the "Northern Ilocos Norte Forest Reserve" for forest protection and timber production, under the administration and control of the Bureau of Forestry.
- Withdraws from entry, sale, or settlement the portion of public domain situated in the municipalities of Bangui, Burgos, Laoag, Pasuquin, Piddig, and Vintar, Province of Ilocos Norte, Island of Luzon, as described in the Bureau of Forestry map No. F. R. 85.
- The reserve is subject to private rights, if any.
- The Bureau of Forestry has the authority to regulate the use and occupancy of this reserve, and the cutting, collection, and removal of timber and other forest products, in accordance with the Forest Law and Regulations.

Proclamation No. 338
ESTABLISHING AS NORTHERN ILOCOS NORTE FOREST RESERVE FOR FOREST PROTECTION AND TIMBER PRODUCTION THE PARCELS OF PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF BANGUI, BURGOS, LAOAG, PASUQUIN, PIDDIG, AND VINTAR, PROVINCE OF ILOCOS NORTE, ISLAND OF LUZON.
Upon the recommendation of the Director of Forestry, approved by the Secretary of Agriculture and Commerce pursuant to the provisions of section eighteen hundred twenty-six of Act Numbered Twenty-seven hundred and eleven, known as the Revised Administrative Code, I, Manuel L. Quezon, President of the Philippines, hereby establish for forest protection and timber production the "Northern Ilocos Norte Forest Reserve" and place it under the administration and control of the Bureau of Forestry, which shall have the authority to regulate the use and occupancy of this reserve, and the cutting, collection, and removal of timber and other forest products therein in accordance with the Forest Law and Regulations.
I, therefore, withdraw from entry, sale, or settlement, and hereby declare and proclaim to be the Northern Ilocos Norte...
