Provisions:
• Bona fide Filipino resident traders in Sulu Archipelago, Balabac Island, and Zamboanga del Sur must register with Philippine National Bank branches in Jolo or Zamboanga City to engage in trade with neighboring islands. (Section 1)
• Traders can sell, buy, barter, or trade merchandise, goods, or articles worth up to Five Thousand Pesos (P5,000.00) per trip, not exceeding two trips per month, with approved trading houses. (Section 1)
• Contraband, prohibited goods under the Tariff and Customs Code, or goods banned by special laws and regulations are excluded. (Section 1)
• The Southwest Command Commander coordinates activities and implements necessary measures. (Section 1)
• Entrance, clearance of traders, vessels, cargoes, and military clearances are required at Jolo and Zamboanga City ports. (Section 2)
• Only Philippine Coast Guard-registered vessels can transport goods for this trade. (Section 3)
• The Monetary Board can waive Central Bank rules and regulations for this trade. (Section 4)
• The Philippine National Bank promotes banking system participation, including designating correspondent banks for gradual shift from barter trade. (Section 4)
• Imported goods sold and consumed in Jolo or designated Zamboanga City area are free of import duties or taxes. (Section 5)
• Goods removed from these areas must pay import taxes and duties. Possession of untaxed goods outside these areas is liable under existing laws. (Section 5)
• The Southwest Command Commander, in consultation with Philippine National Bank, Bureau of Customs, and Philippine Coast Guard representatives, issues implementing regulations and recommends modifications after six months. (Section 6)
• Inconsistent laws, decrees, rules, and regulations are amended or modified accordingly. (Section 6)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 93 January 9, 1973 ESTABLISHING GUIDELINES FOR LIBERALIZING TRADITIONAL TRADE FOR THE SULU ARCHIPELAGO AND ADJACENT AREAS WHEREAS, it is a tradition that bona fide Filipino residents traders in the Sulu Archipelago and Zamboanga del Sur by reason of geographical proximity, historical and social ties, are from time immemorial engaged in commercial intercourse with neighboring islands; WHEREAS, majority of the people living in those areas depend upon such trade as their principal means of livelihood and source of income; WHEREAS, in order to attain the foregoing objectives it is necessary to liberalize the procedure for entrance and clearance of cargoes and vessels of bona fide Filipino residents who are engaged in such trade; NOW, THEREFORE, I, FERDINAND E.
