EXECUTIVE ORDER NO. 85 May 5, 1993

ESTABLISHING THE COORDINATIVE AND MANAGEMENT MECHANISM FOR THE IMPLEMENTATION OF

THE CAGAYAN DE ORO-ILIGAN CORRIDOR SPECIAL DEVELOPMENT PROJECT

WHEREAS, it is the policy of government to promote the dispersal of industries in order to balance the growth of the different regions of the country and to harness the vast potential of the countryside;

WHEREAS, the development of the Cagayan de Oro - Iligan Corridor (CIC) into a major growth area is supportive of this policy and concern for accelerated socio-economic growth and development of Mindanao;

WHEREAS, the National Economic and Development Authority Board has approved in principle the Cagayan de Oro - Iligan Corridor Master Plan on 8 September 1992;

WHEREAS, there is a need for an effective mechanism to coordinate and manage the implementation of the CIC Master Plan, within the framework of the government's decentralization and regionalization policy as provided under Executive Order No. 363 and the overall coordinative mechanism for the development of Mindanao as provided under Executive Order No. 512 and Executive...

EXECUTIVE ORDER NO. 85

Summary:

Establishment of the Cagayan de Oro-Iligan Corridor Special Development Project (CICSDP)
- The Cagayan de Oro-Iligan Corridor Master Plan is translated into the CICSDP for implementation. (Section 1)
- The CICSDP shall articulate the development goals, objectives, strategies, programs, and projects of the Cagayan de Oro-Iligan Corridor Master Plan and its subsequent refinement and updating.

Project Steering Committee
- Responsible for overall coordination and supervision of the CICSDP implementation. (Section 2)
- Coordinates with the Mindanao Economic Development Council (MEDCO) on policies, programs, and projects with Mindanao-wide impact.
- Composed of various members, including provincial governors, city mayors, regional directors, representatives of chambers of commerce, NGOs, and regional line agencies.
- Functions include:
- Cause the update, refinement, and endorsement of the CIC Master Plan within the context of various development plans. (Section 2)
- Cause the formulation of the CICSDP based on the CIC Master Plan. (Section 2)
- Cause the feasibility study, evaluation, and financing of the project components. (Section 2)
- Provide overall direction, coordination, and supervision in planning, implementation, and monitoring. (Section 2)
- Encourage support and assistance from government and non-government institutions. (Section 2)
- Represent the CICSDP in relevant national and international fora. (Section 2)
- Review and endorse the annual budget for the CICSDP and the Project Management Office. (Section 2)
- Organize the Project Management Office, define its organizational set-up, staffing pattern, and appoint its Project Director. (Section 2)
- Review and confirm contracts entered into by the Project Director. (Section 2)
- Formulate implementing rules and regulations for the internal operations of the Project Management Office. (Section 2)
- Submit quarterly progress reports to the President, MEDCO, NEDA Board, and Congress. (Section 2)

Project Management Office
- Serves as the technical and administrative secretariat of the Project Steering Committee. (Section 3)
- Undertakes the day-to-day activities of the CICSDP.
- Functions include:
- Coordinate with various entities in updating, refinement, endorsement, and implementation of the CIC Master Plan. (Section 3)
- Coordinate the formulation and updating of the CICSDP based on the CIC Master Plan. (Section 3)
- Coordinate the preparation of feasibility studies, evaluation, and financing of feasible projects. (Section 3)
- Coordinate the preparation of the annual budgetary requirements and submit to the Project Steering Committee. (Section 3)
- Enter into necessary contracts for administrative operations through its Project Director. (Section 3)
- Undertake periodic review and evaluation of the CICSDP and design and operate a program implementation, monitoring, and evaluation system. (Section 3)
- Perform other functions as directed by the Project Steering Committee. (Section 3)

Project Champions
- The Secretary of Trade and Industry, and the respective Cabinet Officer for Regional Development (CORD) of Regions X and XII are designated as Project Champions. (Section 4)
- Serve as the NEDA Board focal persons for matters pertaining to the CICSDP.
- Functions include:
- Ensure coordination of development goals, policies, and programs with overall national goals, policies, and programs. (Section 4)
- Maintain liaison with central offices and arrange needed support for the project, including funding services. (Section 4)
- Monitor and conduct periodic review of the CIC Master Plan with respect to attainment of targets, objectives, priorities, and goals, and facilitate expeditious implementation. (Section 4)
- Provide national leadership in the investment promotion of the Cagayan de Oro-Iligan Corridor. (Section 4)
- Act on problems referred by the Project Steering Committee requiring national government attention. (Section 4)
- Perform other functions as directed by the President. (Section 4)
- Consult with various agencies on matters related to the CICSDP within their respective areas of responsibility and jurisdiction. (Section 4)

Role of Regional/Local Development Councils
- Ensure consistency of development thrusts and policies formulated by the Project Steering Committee with Regional/Local Development Plans. (Section 5)
- Approve the respective regional/local components of the multi-year and annual plans and investment programs under the CICSDP. (Section 5)
- Monitor and conduct periodic review of the regional/local project components with respect to achievement of goals, objectives, and targets of the CICSDP. (Section 5)

Role of National Line Agencies/Local Government Units
- Serve as implementing entities of the CICSDP, as appropriate. (Section 6)
- National line agencies designated as lead implementing entity shall undertake implementation in close coordination with concerned local government units. (Section 6)

Operational Requirements
- The 1993 funding requirements of the Project Management Office (PMO) shall be sourced by the Project Steering Committee from appropriate ODA technical assistance program and/or contributions from concerned local government units, participating line agencies, and congressional contributions. (Section 7)
- NEDA and DBM will assist in identifying appropriate funding sources for the continued operations of the PMO. (Section 7)
- The CIC PMO shall be attached to the Office of the Executive Secretary, Office of the President. (Section 7)

CICSDP Project Management Office Term
- The CICSDP Project Management Office shall have a term corresponding to the implementation of its components as approved by the NEDA Board. (Section 8)

Implementing Authority
- The Project Steering Committee is authorized to promulgate necessary rules and regulations to implement this Executive Order and inform the NEDA Board accordingly. (Section 9)

Effectivity
- This Executive Order shall take effect immediately. (Section 10)
