Establishment of Ilocos Sur Medical Center
- A tertiary hospital shall be established in the City of Candon, Province of Ilocos Sur, to be known as the Ilocos Sur Medical Center. (Section 1)
- The hospital shall be under the direct control and supervision of the Department of Health (DOH). (Section 1)

Hospital Development Plan
- The DOH shall develop a hospital development plan to define the service capacity, developmental goals, and targets of the hospital. (Section 2)
- Any future increase in bed capacity, upgrading of health care facilities, service capability, and human resource complement shall be based on the hospital development plan. (Section 2)

Site Selection
- The DOH shall consult the local government units in the Province of Ilocos Sur and the City of Candon, and other stakeholders in determining the site of the hospital. (Section 3)

Funding and Implementation
- The Secretary of Health shall immediately include the implementation of this Act in the Department's program. (Section 4)
- The funding for the implementation shall be included in the annual General Appropriations Act. (Section 4)

Separability Clause
- If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 5)

Repealing Clause
- All laws, executive orders, issuances, rules, and regulations inconsistent with this Act are hereby repealed or modified accordingly. (Section 6)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 7)
