• Policy Statement and Objectives (Sec. 1)
- Promote attitudes conducive to local development through self-help and self-reliance.
- Encourage effective use of local resources for livelihood activities to increase incomes.
- Promote establishment of viable local productive enterprises, preferably private ventures, with government providing technical assistance and access to financing.
- Mobilize existing financial programs and generate new funding sources for livelihood ventures.
• Pambansang Lupon ng Kilusang Kabuhayan at Kaunlaran (National Council on Livelihood) (Sec. 2)
- Develop national livelihood strategy and formulate policies, programs, and guidelines for implementation.
- Define priority areas and develop model productive ventures.
- Identify sources of technical and financial assistance and facilitate access.
- Utilize existing lending programs and develop additional financial conduits.
- Determine nature and extent of financial assistance, including possible counterpart funding.
- Develop nationwide training program.
- Prepare and approve budgetary and financial requirements.
- Oversee and monitor program progress.
• Composition of Pambansang Lupon (Sec. 3)
- President as Chairman, Prime Minister as Vice-Chairman, and various Ministers, Central Bank Governor, PNB President, and DBP Chairman as members.
- May include other members from local government and private sector.
- May create an Executive Committee.
• Secretariat and Implementing Agency (Sec. 4)
- Ministry of Human Settlements to provide secretariat and Minister as Secretary-General.
- Ministry of Human Settlements as implementing agency, with support from other agencies.
• Regional Coordination (Sec. 5)
- Regional Development Council to coordinate and link national and local government activities in implementing development programs and extension work, including Kilusang Kabuhayan at Kaunlaran.
- Batasang Pambansa regional representatives as ex officio members.
- May create subcommittee or utilize Executive Committee for promoting and monitoring Kilusang Kabuhayan at Kaunlaran.
• Provincial Coordination (Sec. 6)
- Provincial Development Council to coordinate and link national and local government activities in providing extension work, including Kilusang Kabuhayan at Kaunlaran.
- Chaired by provincial governor, with members from local government, national agencies, and private sector.
- May create Executive Committee headed by provincial governor.
- May create subcommittee or utilize Executive Committee for promoting and monitoring Kilusang Kabuhayan at Kaunlaran.
• Additional Functions of Provincial Development Council (Sec. 7)
- Coordinate extension programs, priorities, and field operations of national agencies at provincial level.
- Promote Kilusang Kabuhayan at Kaunlaran.
- Monitor and coordinate livelihood projects, including Kilusang Kabuhayan at Kaunlaran, of municipalities in the province.
• Municipal Coordination and Implementation (Sec. 8-10)
- Municipality as primary unit for implementing Kilusang Kabuhayan at Kaunlaran.
- Municipal Development Council to coordinate and link national and local government activities in extension work, including Kilusang Kabuhayan at Kaunlaran.
- Chaired by Municipal Coordinator (municipal mayor), with members from local government, national agencies, and private sector.
- Municipal Coordinator responsible for implementing livelihood projects, including Kilusang Kabuhayan at Kaunlaran.
- May create subcommittee or utilize Municipal Development Council for promoting and monitoring Kilusang Kabuhayan at Kaunlaran.
- Municipal Coordinator to supervise extension workers of national agencies in delivering extension services.
• Approval of Municipal and Barangay Level Projects (Sec. 11)
- Establishment of productive enterprises under Kilusang Kabuhayan at Kaunlaran program does not require approval from higher local government authorities, unless special financing requirements need approval.
• Joint Productive Enterprises (Sec. 12)
- Municipal Coordinator to encourage and assist in establishing viable joint productive enterprises among municipalities and/or neighboring chartered cities.
- May select overall coordinator from among themselves.
• Supervision of Extension Personnel (Sec. 13)
- Municipal Coordinator to supervise extension workers of national agencies in the municipality, including:
- Reviewing and recommending changes to deployment plan.
- Adjusting deployment on interim basis in emergencies.
- Assuming responsibility for administrative matters as agreed with agencies.
- Recommending recognition or disciplining of extension workers.
• Definition of Extension Workers (Sec. 14)
- Government employee primarily or fully engaged in non-formal transfer of scientific and technological knowledge and skills for practical use of a specific target clientele.
• Training of Extension Workers (Sec. 15)
- Training and information program to reorient extension personnel of national agencies for implementing Kilusang Kabuhayan at Kaunlaran.
- Training programs also for local government officials, personnel, and local entrepreneurs.
- Pambansang Lupon to designate implementing entities and approve training program details.
• Applicability of Organizational Structure (Sec. 16)
- Organizational structure applicable to all regions except National Capital Region, Regions IX and XII, where it shall be followed to the extent feasible and compatible with special structures.
- Provisions for municipal level implementation also applicable to chartered cities.
• Funding (Sec. 17)
- Operating expenses charged against National Livelihood Programs Support Fund and other appropriated funds for livelihood activities.
- Releases with approval of Pambansang Lupon and/or President.
- Financing of projects from National Livelihood Program Support Fund, other government financial programs, and regular government and private financial institutions.
- Pambansang Lupon to coordinate and allocate utilization of available funds.
• Repealing Clause (Sec. 18)
- Repeals or modifies laws, decrees, charters, executive orders, administrative orders, proclamations, rules and regulations in conflict with this Executive Order.
• Separability Clause (Sec. 19)
- Any unconstitutional portion shall not nullify other portions, provided remaining portions can still stand and accomplish objectives.
• Effectivity (Sec. 20)
- Executive Order takes effect immediately.

ESTABLISHING THE KILUSANG KABUHAYAN AT KAUNLARAN AS A PRIORITY PROGRAM OF GOVERNMENT, PROVIDING FOR ITS ORGANIZATIONAL MACHINERY, AND FOR OTHER PURPOSES
WHEREAS, the history of the Philippines is the saga of a people who sailed the seas and reshaped the land to create better conditions of life for themselves;
WHEREAS, the present government, taking pride in this brave and creative spirit, launched nine years ago a thorough-going program of reform and in the process led the nation out of the Old Society into the New Republic;
WHEREAS, in this program of reform and transformation, new directions in policy were charted, among them a course that would bring into the life of the nation a fresh experience in social justice;
WHEREAS, social justice had always been in reality a mere sop to conscience or a phrase in the slogans and the rhetoric of politicians, until it was accorded its true worth and meaning by the present government;
