- Section 1 establishes the National Crop Protection Center within the College of Agriculture, University of the Philippines at Los Baños, with the following functions:
• Undertake problem analyses, development research, and planning to develop crop protection systems against pests of major economic crops. (Section 1a)
• Develop and implement manpower training programs to upgrade the pool of manpower required to meet the complex pest control needs of the country. (Section 1b)
• Undertake information exchange and extension to provide farmers and the public with coordinated information about pest control and emphasize the need for safe and effective pest control practices. (Section 1c)
• Establish adequate linkage between research and operational phases at the farm level to ensure that research needs for operational activities are based on the most recent and applicable research findings. (Section 1d)
• Provide scientific advice to government planners for the formulation of policies and regulatory programs necessary for dealing with complex pest control technologies essential for crop protection. (Section 1e)
- Section 1 also establishes seven initial regional crop protection centers of the Bureau of Plant Industry with the same functions as the National Center, but with emphasis on applied research, protection, and field extension work in their respective regions.
Administration and Governance
• The National Center shall be headed by a Director appointed by the Board of Regents of the University of the Philippines System upon joint recommendation by the Advisory Board of the Center and the Chancellor of U.P. Los Baños. The Director shall be responsible to the Dean of the UPLB College of Agriculture and shall exercise authority over the Center's overall operations. (Section 2)
• The research plans and priorities of the Center shall be subject to annual review by an Advisory Board to ensure proper direction and relevance of programs and activities in relation to national requirements. The Advisory Board shall be composed of representatives from various government agencies, the pesticide industry, and the farming sector. (Section 3)
• The Center may enlist the services of scientists and technical personnel from any agency or instrumentality in pest control work and pay them honoraria. (Section 4)
Powers and Privileges
• The Center is authorized to undertake construction of buildings and facilities, purchase local or imported equipment and supplies, and is exempted from taxes and duties for equipment, supplies, and materials purchased abroad when not available locally on favorable terms. (Section 5)
• The Center's expenditures and disbursements shall be subject to special auditing rules and regulations suited to the requirements of research, to be formulated by the Commission on Audit and the Center within three months after approval of this Decree. (Section 6)
• The Center is authorized to negotiate loans for capital expenditures and staff development and/or solicit donations and contributions from organizations or individuals, local or foreign, private or public, for its operations. (Section 7)
Funding and Budget
• P3 million is appropriated to the University of the Philippines at Los Baños for Calendar year 1977, and this amount or more shall be included in the annual budget of the Department of Agriculture thereafter to support the operation of the Center at Los Baños. (Section 8)
• The incremental budgetary needs of the Bureau of Plant Industry for the regional crop protection centers shall be provided in the national budget through the normal annual budget process. (Section 8)
Repealing Clause and Effectivity
• All acts, parts of acts, executive orders, ordinances, rules and regulations inconsistent with the provisions of this Presidential Decree are hereby repealed, amended or modified accordingly. (Section 9)
• This Decree shall take effect immediately. (Section 10)

ESTABLISHING THE NATIONAL CROP PROTECTION CENTER WITHIN THE COLLEGE OF AGRICULTURE, UNIVERSITY OF THE PHILIPPINES AT LOS BAOS, AND SEVEN REGIONAL CROP PROTECTION CENTER WITHIN THE BUREAU OF PLANT INDUSTRY
WHEREAS, the government is pursuing an intensified food production to program to ensure an adequate food supply and higher standards of living for our people and to sustain the socio-economic growth of the country;
WHEREAS, crop protection is vital to the success of the government's intensified food production programs;
WHEREAS, food and commercial crop losses due to pests amount to hundreds of millions of pesos annually;
WHEREAS, the country has many tropical crops with potential for expanded production and export if proper crop protection is practiced to meet the stringent quarantine and pesticide residue requirements of importing countries;
WHEREAS, the country's pest control research efforts are largely uncoordinated and not made readily available to our farmers;
