Case Overview and Summary
Establishing the National Science Complex and Technology Incubation Park in the University of the Philippines, Diliman- Pursuant to Article XIV, Section 10 of the Constitution, which mandates the State to prioritize research and development, invention, innovation, science and technology education, training, and services. (Preamble)
- Recognizes the need for complementary initiatives in generating new scientific knowledge and technology, technology transfer and diffusion, and technology utilization and management. (Preamble)
- Acknowledges the availability of highly trained manpower, national centers of excellence, intellectual resources, and academic and research infrastructure at the University of the Philippines (UP), making it suitable to serve as the national hub for the generation and application of new scientific knowledge. (Preamble)
- Establishes the National Science Complex and Technology Incubation Park in a 21.9 hectare area of the southern sector of UP Diliman, composed of the following Member Institutes: (Section 1)
- National Institute of Geological Sciences (NIGS)
- Marine Science Institute (MSI)
- National Institute of Physics (NIP)
- National Institute of Molecular Biology and Biotechnology (NIMBB)
- Institute of Biology (IB)
- Institute of Chemistry (IC)
- Institute of Environmental Science and Meteorology (IESM)
- Department of Mathematics (DM)
- Natural Science Research Institute (NSRI)
- Authorizes the UP Board of Regents to organize the abovementioned institutes and create additional institutes, centers, departments, and laboratories as deemed necessary, utilizing the staff, physical facilities, and programs of UP and its constituent units. (Section 2)
- Appropriates Five Hundred Million Pesos (PhP500,000,000.00) for the infrastructure of the National Science Complex and Technology Incubation Park, as authorized under Republic Act No. 9358, to be released by the Department of Budget and Management (DBM) in accordance with budgeting laws, rules, and regulations. (Section 3)
- Repeals, amends, or modifies other executive issuances, rules, and regulations inconsistent with the provisions of this Executive Order. (Section 4)
- Declares the immediate effectivity of this Executive Order. (Section 5)

EXECUTIVE ORDER No. 583
ESTABLISHING THE NATIONAL SCIENCE COMPLEX AND TECHNOLOGY INCUBATION PARK IN THE UNIVERSITY OF THE PHILIPPINES, DILIMAN
WHEREAS, Article XIV, Section 10 of the Constitution provides that “x x x The state shall give priority to research and development, invention, innovation, and their utilization; and to science and technology education, training, and services x x x.”;
WHEREAS, efforts to support and strengthen our scientific and technological capabilities and their application to our country’s productive systems and national life require complementary initiatives in generating new scientific knowledge and technology, technology transfer and diffusion, and technology utilization and management;
WHEREAS, all these efforts presuppose the availability of highly trained manpower to lead and direct scientific and technological activities in the academe, the private sector, and the government;
WHEREAS, the University of the Philippines, demonstrating competence and availability of core scientific personnel, national centers of excellence, intellectual resources, and academic and research infrastructure, is in the best position to harness and organize State Universities and Colleges (SUCs),...
