ESTABLISHING THE PHILIPPINE RICE RESEARCH INSTITUTE (PRPI)
WHEREAS, rice is the most important crop in the country, being the staple food of eighty (80%) percent of the population, and rice farming is a major source of employment in the rural sector;
WHEREAS, substantial progress in improving irrigated-lowland rice production through the use of high-yielding cultivars, fertilizers, pesticides and judicious water management, has been achieved in the country;
WHEREAS, however, rice productivity in certain areas, such as upland, saline, drought and flood-prone, rain fed and cool areas, has remained low;
WHEREAS, the continuous emergence of new problems of biological and socio-economic nature, is inevitable in a dynamic agricultural system;
WHEREAS, the problems in rice productivity are further aggravated by the rising costs of farm inputs and by the continuous reduction of per capita cultivated land;

Executive Order No. 1061
Establishment of the Philippine Rice Research Institute (PRRI)
- Established as a body corporate under the Ministry of Agriculture and Food with principal office in Los Baños, Laguna (Section 1)
- Purposes and Objectives (Section 2):
- Develop a national rice research program to sustain and improve rice production
- Improve income and economic condition of small rice farmers
- Expand rural employment opportunities
- Promote general welfare through self-sufficiency in rice production
- Powers and Functions (Section 3):
- Corporate powers like adopting seal, suing, entering contracts, borrowing money, investing, etc.
- Serve as coordinating center for national network of rice research stations
- Conduct research and development activities in various areas like varietal improvement, pest management, mechanization, farming systems, training, etc.
- Verify, package and transfer viable technologies
- Provide data for policy formulation on rice production, marketing and consumption
- Organize training programs for rice scientists, managers and extension workers
- Publish and disseminate research findings
- Receive grants, donations and contributions
- Exercise powers of a corporation under general corporation law
- Board of Trustees (Section 4):
- Composed of Minister of Agriculture and Food as ex officio Chairman and 8 other members appointed by the President
- Meet regularly at least twice a month, 5 members for quorum
- Receive per diem not exceeding P2,000 per month and transportation/representation allowances
- Powers and Functions of the Board (Section 5):
- Define and approve programs, plans, policies, procedures and guidelines
- Approve organizational structure, staffing, budgets, salary ranges, benefits, etc.
- Appoint, transfer, promote, suspend, remove or discipline officers and employees
- Create committees
- Determine research priorities in coordination with PCARRD
- Director and Other Officers (Section 6):
- Headed by a Director appointed by the President
- Assisted by Deputy Directors and Program Leaders as determined by the Board
- Powers, Functions and Duties of the Director (Section 7):
- Overall supervision and direction of research programs and management
- Execute contracts, incur obligations, acquire and dispose assets within limits of authority
- Implement policies, decisions, orders, rules and regulations of the Board
- Advisory Council (Section 8):
- Composed of representatives from various agencies to assist in inter-agency activities
- Services of Government Personnel (Section 9):
- May obtain services of scholars, scientists and technical personnel from UP System and other agencies and pay honoraria
- Buildings, Facilities and Equipment (Section 10):
- Authorized to own, hold, plan and construct buildings and facilities
- May utilize facilities of UP System and other agencies
- Authorized to purchase equipment, materials and articles locally or abroad, exempt from taxes and duties if not available locally
- Appropriation (Section 11):
- Initial funds of P15,000,000 for CY 1985 from existing funds of Ministry of Agriculture and Food
- Thereafter, government contribution to be provided in annual General Appropriations Act
- Funds, savings and income to constitute a revolving fund subject to fiscal control
- Applicability of Civil Service Laws (Section 12):
- Institute and its officers and employees subject to Civil Service Law, rules and regulations
- Technical personnel selected based on merit and fitness per Board policies
- Auditor (Section 13):
- Chairman of Commission on Audit as ex officio Auditor
- May appoint representative as auditor with necessary personnel
- Auditor to submit annual report within 3 months and periodic/special reports as needed
- Legal Counsel (Section 14):
- Government Corporate Counsel as Legal Counsel
- May establish own legal department under supervision of Government Corporate Counsel
- Annual Report (Section 15):
- Board to submit annual report with audit report to the President through Minister of Agriculture and Food
