REPUBLIC ACT NO. 11703
AN ACT ESTABLISHING IN THE CITY OF CALBAYOG, PROVINCE OF SAMAR, A TERTIARY HOSPITAL TO BE KNOWN AS THE SAMAR ISLAND MEDICAL CENTER, AND APPROPRIATING FUNDS THEREFOR
SECTION 1.There shall be established in the City of Calbayog, Province of Samar, a tertiary hospital to be known as the Samar Island Medical Center, which shall be under the direct control and supervision of the Department of Health (DOH).
SECTION 2.Any increase in bed capacity and upgrading of health care services and facilities shall be based on the hospital development plan which shall be prepared by the DOH.
SECTION 3.The Secretary of the DOH shall immediately include in the Department's program the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.
SECTION 4.If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

Establishment of Samar Island Medical Center
- A tertiary hospital to be known as the Samar Island Medical Center shall be established in the City of Calbayog, Province of Samar. (Section 1)
- The hospital shall be under the direct control and supervision of the Department of Health (DOH). (Section 1)
Hospital Development Plan

Separability Clause
- If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 4)
Repealing Clause
- All laws, executive orders, issuances, rules and regulations inconsistent with this Act are hereby repealed or modified accordingly. (Section 5)
Effectivity Clause
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)
