PRESIDENTIAL DECREE No. 609 December 18, 1974

ESTABLISHING THE TARLAC COLLEGE OF AGRICULTURE IN THE MUNICIPALITY OF CAMILING, PROVINCE OF TARLAC

WHEREAS, the Constitution of the Philippines prescribes that all educational institutions shall aim to develop scientific technological and vocational efficiency;

WHEREAS, Presidential Decree No. 6-A (Educational Decree of 1972) declared it a policy that educational objectives shall be attained through the undertaking of educational development projects by expansion of agricultural and higher education programs and agricultural extension activities to meet the demands and needs of the New Society;

WHEREAS, it is imperative that agricultural institutions, particularly agricultural schools, cooperate to the maximum in the massive land reform programs of the government to uplift the tenant-farmer from lethargy and ignorance and to release him from the bondage of tenancy;

WHEREAS, the Tarlac College of Agriculture can carry out with greater strength its goal, agricultural programs and its vital role in national economic development effectively and efficiently if granted complete autonomy.

Summary of Presidential Decree No. 609

Establishment of the Tarlac College of Agriculture
- Separates the Tarlac College of Agriculture from the Tarlac College of Technology and establishes it as an independent state college. (Section 1)
- Located in the Municipality of Camiling, Province of Tarlac. (Section 1)

Aims and Objectives
- Provide professional, technical, and special instruction in agriculture, agricultural education, home technology, and related fields. (Section 2)
- Promote research, extension services, and progressive leadership in these fields. (Section 2)

Governance and Administration
- Headed by the President of the Tarlac College of Agriculture, appointed by the President of the Philippines upon recommendation of the Board of Trustees. (Section 3)
- Governed by a Board of Trustees composed of various government officials and representatives. (Section 4)
- Board of Trustees has powers of administration, including creating new colleges, receiving funds, conferring degrees, appointing personnel, approving curricula, setting fees, providing fellowships and scholarships, and enacting ordinances and regulations. (Section 5)
- College Council, consisting of the President and instructors/professors, has the power to prescribe curricula, rules of discipline, admission and graduation requirements, and recommend degree recipients. (Section 8)

Degrees and Courses Offered
- Associate in Technical Agriculture, Bachelor of Science in Agriculture, Bachelor of Science in Agricultural Education, Bachelor of Science in Home Technology, Bachelor of Science in Agricultural Engineering, Master of Science in Agriculture, and other degree courses and special courses as deemed necessary by the Board of Trustees. (Section 1)

Personnel and Staffing
- No religious test or inquiry shall be applied in the appointment of instructors or professors. (Section 9)
- No civil service eligibility required for appointment as a professor or regular instructor. (Section 10)
- Existing faculty and personnel of the Tarlac College of Agriculture shall be absorbed by the new college. (Section 16)

Funding and Resources
- Sums of money provided by law for the support of the college shall be received and appropriated by the Board of Trustees. (Section 5b)
- Unexpended balance of the appropriation for the Tarlac College of Technology during the current fiscal year shall be remitted to the Tarlac College of Agriculture. (Section 17)
- Necessary sums shall be included in the Annual General Appropriations Decree. (Section 17)
- Heads of government bureaus or offices may loan or transfer apparatus, supplies, and detail employees for duty in the college. (Section 13)
- Public schools may be used as training or laboratory schools of the college. (Section 14)

Other Provisions
- An Officer-in-Charge shall take over the functions and powers of the President until the need for the latter arises. (Section 15)
- A Code of the College shall be enacted to complement and strengthen the provisions of this Decree. (Section 18)
- Provisions of Republic Act No. 4337 inconsistent with this Decree are repealed or modified accordingly. (Section 19)
