• Some portions of the reservation are more suitable for agricultural and woodland purposes and are partly developed for such ends. (Whereas clause 3)
• Investigations by the Bureau of Lands revealed that excluding these portions would not impair the effectiveness of the watershed. (Whereas clause 4)
• Excluding these parcels from the watershed reservation and opening them for disposition under the Public Land Act would benefit the agricultural economy. (Whereas clause 5)
Decree and Exclusion
• President Ferdinand E. Marcos, by virtue of his powers as Commander-in-Chief and under Proclamation No. 1081 and Republic Act No. 3092, decrees the exclusion of certain portions of land from the Mariquina Watershed Reservation. (Decree clause)
• The excluded parcel of land, containing an area of 17,287,460 square meters, is described in detail with boundaries, coordinates, and reference points. (Description of excluded land)
• The excluded land is opened for exploitation under the provisions of the Public Land Act, subject to private rights, if any. (Decree clause)

EXCLUDING FROM THE MARIQUINA WATERSHED RESERVATION UNDER THE ADMINISTRATION OF THE FORMER NATIONAL WATERWORKS AND SEWERAGE AUTHORITY, NOW METROPOLITAN WATERWORKS AND SEWERAGE SYSTEM, CERTAIN PARCELS OF LAND EMBRACED THEREIN AND OPENING THE SAME TO EXPLOITATION UNDER THE PROVISIONS OF THE PUBLIC LAND ACT
WHEREAS, the Government has embarked on a program of increased agricultural production in order to improve and augment the stock of food necessary for our expanding population;
WHEREAS, certain parcels of land in the municipalities of Teresa and Baras, province of Rizal, have been reserved for watershed purposes under Executive Order No. 33, dated July 26, 1904, as amended by Executive Order Nos. 14 and 16, both series of 1915, known as the Mariquina Watershed Reservation;
