- The excluded land is declared open to disposition for settlement purposes.
- Preference is to be given to qualified and deserving landless colonists (prisoners) and released colonists in the acquisition of lots within the excluded area.
- The disposition of lots is subject to the provisions of the Public Land Act.
Implementation
- The Directors of the Bureau of Prisons and the Bureau of Lands are authorized to promulgate the necessary rules and regulations for the proper implementation of this proclamation.
