- Accumulation and Commutation of Leave Credits (Sec. 1, 2):
• CIS civilian regular agents of the Philippine Constabulary and civilian agents of other intelligence units of the AFP can accumulate vacation and sick leave credits in excess of ten (10) months. (Sec. 1)
• If prevented from going on leave due to exigencies of service, they are entitled to commute (receive cash value) for their earned leave credits while still in active service, subject to the following conditions: (Sec. 2)
• They must have at least five (5) months of leave credits that cannot be commuted.
• They can commute and receive the money value of not more than two (2) months of leave credits per year.
• They have the option to continue working and receive corresponding pay and allowances, or to enjoy leave utilizing leave credits not commuted.
- Implementation Rules and Regulations (Sec. 3):
• Subject to the approval of the Minister of National Defense, the AFP shall prescribe rules and regulations to ensure systematic and equitable implementation, aimed primarily towards the actual enjoyment of leave or entitlement to commutation of unused leaves in consonance with existing laws. (Sec. 3)
- Funding (Sec. 4):
• The Chief of Staff is authorized to use the savings of the Major Services of the Armed Forces of the Philippines for the purpose of commuting leave credits. (Sec. 4)
- Effectivity (Sec. 5):
• This Executive Order shall take effect upon approval. (Sec. 5)

EXECUTIVE ORDER NO. 921 November 2, 1983
EXECUTIVE CIS CIVILIAN REGULAR AGENTS OF THE PHILIPPINE CONSTABULARY AND CIVILIAN AGENTS OF OTHER INTELLIGENCE UNITS OF THE AFP TO ACCUMULATE AND COMMUTE, SUBJECT TO CERTAIN CONDITIONS, LEAVE CREDITS, AND FOR OTHER PURPOSES
WHEREAS, CIS civilian regular agents of the Philippine Constabulary and civilian agents of other intelligence units of the AFP who, as part and parcel of the AFP Command, participate and play important roles in the suppression of criminalities and other forms of lawlessness in our country;
WHEREAS, the CIS civilian regular agents of the Philippine Constabulary and the civilian agents of the other intelligence units of the AFP in their performance of their hazardous tasks are likewise exposed to the same dangers as their military counterparts;
WHEREAS, in the continued need for their service in the preservation of peace and order, these civilian agents have considerably given up their leave privileges resulting in the forfeiture of their earned leaves;
WHEREAS, it is the policy of the government to maximize the professionalism of these civilian agents...
