Summary of Presidential Decree No. 1256

Exemption of Municipal Governments from Contributing Funds for Agricultural Extension and Rural Health Services (Section 1):
- Municipal governments are exempted from contributing 8% of their annual revenues to provincial governments for field agricultural extension work and rural health and sanitation services.
- The exempted funds shall be retained by municipal governments and utilized for financing municipal development projects.

Issuance of Implementing Rules and Regulations (Section 2):
- The Secretary of Finance shall issue necessary rules and regulations to implement the exemption of municipal fund contributions.

Repealing Clause (Section 3):
- Sections 1012, 1013, 1014, 1813-H, 1813-I, and other relevant provisions of the Revised Administrative Code, Republic Act No. 5185, and other existing laws or decrees inconsistent with this Decree are repealed or modified accordingly.

Effectivity (Section 4):
- This Decree shall take effect on January 1, 1978.

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 1256 January 1, 1978 EXEMPTING THE MUNICIPAL GOVERNMENTS FROM CONTRIBUTING FUNDS FOR THE FIELD AGRICULTURAL EXTENSION WORK AND RURAL HEALTH AND SANITATION SERVICES OF THE PROVINCIAL GOVERNMENTS WHEREAS, under the present system of local government administration, the municipal governments are required to contribute eight per cent of their annual revenues for the conduct of field agricultural extension work and rural health and sanitation services by the provincial governments; WHEREAS, current trends in country side development underscore the need for the direct involvement of the local officials in the planning and execution of mass-oriented and other relevant community projects; WHEREAS, in order to make available additional funds for priority projects of the municipal governments and enhance the effectiveness of the town mayors in promoting rural development, the compulsory allocation of municipal revenues for contributions to the agricultural and health services of the provincial governments has to be dispensed with; NOW, THEREFORE, I, FERDINAND E.
