- Contains a separability clause stating that if any provision is declared invalid or unconstitutional, the other provisions unaffected shall remain valid and subsisting. (Section 4)

- Repeals or modifies all orders, proclamations, rules, regulations, or parts thereof, which are inconsistent with any of the provisions of this Order. (Section 5)

- Declares that this Order shall take effect immediately. (Section 6)
