EXPRESSING THE THANKS AND APPRECIATION OF THE COMMONWEALTH GOVERNMENT AND OF THE FILIPINO PEOPLE TO EVERY PARTICIPANT IN THE RECENT ARMY MOBILIZATION.
Whereas the first training mobilization of the Philippine Army has just been completed with a record of success that evidences the growing efficiency of the Army and inspires increased public confidence in the soldierly virtues of our trained reservists;
Whereas the mobilization which initiated integration of the Class of Nineteen hundred and thirty-seven into the fighting units known as divisions marked the beginning of the second distinct phase of the military evolution of our national defense; and
Whereas the twenty-five thousand reservists that answered the Governments call did so without financial inducement or reward and without regard for personal sacrifice, thus demonstrating again their instant readiness to cooperate with the Government in the attainment of the ultimate objectives of our defense program, a national future of strength and security, and setting before the Filipino people a shining example of stalwart...

Expressing the Thanks and Appreciation of the Commonwealth Government and of the Filipino People to Every Participant in the Recent Army Mobilization
- The first training mobilization of the Philippine Army was completed successfully, demonstrating the growing efficiency of the Army and inspiring increased public confidence in the soldierly virtues of the trained reservists.
- The mobilization initiated the integration of the Class of 1937 into the fighting units known as divisions, marking the beginning of the second distinct phase of the military evolution of the national defense.
- 25,000 reservists answered the Government's call without financial inducement or reward and without regard for personal sacrifice, demonstrating their readiness to cooperate with the Government in attaining the ultimate objectives of the defense program, a national future of strength and security, and setting an example of stalwart patriotism and devotion to duty.
- President Manuel L. Quezon expresses and proclaims the thanks and appreciation of the Commonwealth Government and of the Filipino people to every participant in the mobilization.
- The Chief of Staff of the Philippine Army is directed to furnish a copy of this proclamation to every individual who participated honorably in the mobilization from May 4 to May 13, 1939.
