- The period for revalidation expired on February 22, 1982, but many registered cottage producers failed to comply due to reasons beyond their control. (Whereas clause)
- It is necessary to re-open the revalidation program for registered cottage industry entrepreneurs who failed to revalidate, so they can avail of NACIDA incentives and privileges granted under P.D. 1788 and related laws. (Whereas clause)
- The President is empowered to undertake organizational changes as necessary under P.D. 1416. (Whereas clause)
Provisions:
- NACIDA is directed to re-open the Revalidation Program for NACIDA producers registered prior to 1981 who failed to revalidate their Certificates of Registration during the period February 21, 1981 to February 22, 1982. (Section 1)
- The reopened Revalidation Program shall not extend beyond one year from the date of this Executive Order. (Section 1)
- This Executive Order shall take effect immediately. (Section 2)

EXECUTIVE ORDER NO. 916 October 15, 1983
EXTENDING OF THE PERIOD FOR REVALIDATION OF CERTIFICATES OF REGISTRATION OF NACIDA COTTAGE INDUSTRIES PRODUCERS
WHEREAS, it is one of the major thrusts of the government to develop and promote the cottage industry sector through the NACIDA to maintain the stability of our economy and to accelerate the pace of industrialization;
WHEREAS, as mandated in Sec. 12 of P.D. 1788, a revalidation program was implemented for the period 1981-1982 for the purpose of updating the NACIDA master registry of cottage industries procedures;
WHEREAS, the period fixed by P.D. 1788 within which manifestation to revalidate NACIDA Certificates of Registration has expired on February 22, 1982;
WHEREAS, a significant number of NACIDA registered cottage producers are unaware of and have failed to comply with the provision of said Decree for reasons not attributed to them;
WHEREAS, it is imperatively necessary to re-open the revalidation program for the registered cottage industry entrepreneurs who for one reason or another failed to revalidate their Certificates of Registration in order for them to avail...
