Further Amending B.P. Blg. 881, Otherwise Known as the "Omnibus Election Code of the Philippines"

EXECUTIVE ORDER NO. 162 May 5, 1987

FURTHER AMENDING B.P. BLG. 881, OTHERWISE KNOWN AS THE "OMNIBUS ELECTION CODE OF THE PHILIPPINES"

WHEREAS, there is a need to ensure a free, orderly and honest conduct of the election;

WHEREAS, the employment of teachers as watchers and members of the Board of Election Inspectors is vital to the preservation of the secrecy and sanctity of the ballot;

WHEREAS, the remuneration of teachers should be commensurate with their vital role in the election process and should be reflective of the delicate nature of their responsibilities.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

Sec. 1. Poll of Standby-Teachers. The COMELEC is hereby authorized to constitute a poll of standby-teachers from which substitutes shall be drawn in case a member/s of the Board of Election Inspectors who, for one reason or another, failed to report or refused to act as such on the day of election.

Summary of Executive Order No. 162

Provisions for Free, Orderly, and Honest Elections
- Poll of Standby-Teachers (Section 1)
  - COMELEC authorized to constitute a pool of standby-teachers
  - Standby-teachers to substitute members of Board of Election Inspectors who fail to report or refuse to act on election day

Per Diems for Election Personnel (Section 2)
  - Chairman and poll clerks of Board of Election Inspectors: ₱200 per diem on election day
  - Standby-teachers drawn as Board of Election Inspectors members: ₱200 per diem on election day
  - Education support personnel of DECS: ₱50 per diem on election day
  - Supervisors, principals, and administrators of DECS assigned supervisory roles by COMELEC: ₱100 per diem on election day

Appropriations (Section 3)
  - Per diems charged against ₱200 million COMELEC appropriation under Executive Order No. 134

Repealing Clause (Section 4)
  - Inconsistent laws, orders, issuances, rules, and regulations repealed or modified

Effectivity (Section 5)
  - Executive Order takes effect immediately
