FURTHER AMENDING CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED FOUR THOUSAND SEVENTY-TWO ENTITLED "AN ACT PROVIDING FOR THE ESTABLISHMENT OF A VOCATIONAL TECHNICAL DEPARTMENT OF THE EULOGIO RODRIGUEZ VOCATIONAL HIGH SCHOOL IN THE CITY OF THE MANILA" AS AMENDED BY REPUBLIC ACT NUMBERED FIVE THOUSAND EIGHTY-EIGHT ENTITLED "AN ACT CONVERTING EULOGIO RODRIGUEZ VOCATIONAL HIGH SCHOOL INTO EULOGIO "AMANG" RODRIGUEZ MEMORIAL SCHOOL OF ARTS AND TRADES" BY PROVIDING FOR A BOARD OF TRUSTEES, DEFINING THE BOARD'S POWERS AND DUTIES, AND FOR OTHER PURPOSES
WHEREAS, Sub-section 1, Section 9, Article XV of the Constitution provides that the advancement of science and technology shall have priority in the national development and that all educational institutions shall develop scientific, technological and vocational efficiency;
WHEREAS, the Eulogio Rodriguez Vocational School which was converted into Eulogio "Amang" Rodriguez Memorial School of Arts and Trades under Republic Act No. 5088 and later on renamed Eulogio "Amang" Rodriguez Institute of Science and Technology under Republic Act No. 6595, has grown...

Summary of Presidential Decree No. 1524
Governance and Administration:
- Establishes a Board of Trustees to govern the Eulogio "Amang" Rodriguez Institute of Science and Technology (EARIST). (Section 7-B)
- The Board consists of the Secretary of Education and Culture (ex-officio chairman), Chairman of the National Science Development Board, Director-General of the National Economic and Development Authority, President of the Chamber of Commerce and Industries in the Philippines, and the President of EARIST. (Section 7-B)
- Board members receive an allowance of ₱300 per meeting attended, up to ₱600 per month, and reimbursement for authorized expenses. (Section 7-B)
- The Board has general powers of administration, including appropriating funds, acquiring additional sites, authorizing the President to award certificates and diplomas, approving curriculum and rules, setting fees, providing fellowships and scholarships, enacting rules and regulations, appointing and removing personnel, and receiving donations and legacies. (Section 7-C)
Funding and Finances:
- The operational and maintenance costs of certain departments (science and arts, vocational-technical teacher education, graduate education, day and evening vocational school) shall be financed by the City of Manila government. (Section 6)
- At least 15% of the funds raised for the City of Manila under Republic Act No. 5447 (as amended) shall be appropriated for these departments. (Section 6)
- ₱10 million is appropriated for the operation and maintenance of the Science High School Department, technical education department, and technology department for fiscal year 1978. Thereafter, necessary funds shall be included in the annual General Appropriations Decree. (Section 8)
Branches and Expansion:
- The City Government of Manila is authorized to establish vocational-technical school branches of EARIST in each congressional district or other areas in Metro Manila. (Section 6-A)
- Existing secondary schools may be converted into vocational-technical school branches upon recommendation of the Board of Trustees, consultation with the City Government of Manila, and approval by the Secretary of Education. (Section 6-A)
- Each branch shall be headed by a vocational-technical superintendent with a salary equal to the Superintendent of City Schools of Manila. (Section 6-A)
- The operation and maintenance of these branches shall be financed jointly by the City Government and National Government. (Section 6-A)
Academic and Curricular Matters:
- The Institute Council, consisting of the President, instructors, supervisors, counselors, department heads, professors, deans, and Vice-President, has the power to prescribe courses of study and rules of discipline, subject to Board approval. (Section 7-F)
- The Council fixes requirements for admission, graduation, and conferment of degrees, and recommends recipients of degrees or diplomas. (Section 7-F)
- The Council has disciplinary powers over students within the limits of approved rules. (Section 7-F)
- The President may use elementary, secondary, or vocational schools for student-teaching of the Institute. (Section 7-D)
- Advanced vocational and technical students may be assigned as trainees in various offices or industrial centers as a requirement for graduation. (Section 7-D)
Personnel and Faculty:
- No religious test shall be applied in the appointment of faculty and personnel. (Section 7-E)
- Faculty shall not inculcate sectarian tenets or attempt to influence students towards ideologies preaching the overthrow of the government, under penalty of dismissal. (Section 7-E)
- The President's salary shall not be less than the salary paid to presidents of comparable institutions. (Section 1)
- The President's powers and duties shall be those pertaining to the Office of the President of State Colleges and Universities. (Section 1)
