EXECUTIVE ORDER NO. 367 August 21, 1989

FURTHER AMENDING EXECUTIVE ORDER NO. 129 DATED MAY 6, 1968, AS AMENDED BY EXECUTIVE ORDER NO. 421, DATED NOVEMBER 26, 1973

I, CORAZON B. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Sec. 1. Section 7, Title I of Executive Order No. 129 is hereby amended to read as follows:

"Sec. 7. Clothing Allowance. The grantee or trainee shall be granted clothing allowance of $400 for temperate and $300 for tropical zones for the duration of 24 months and below. The clothing allowance shall not be granted more often than once every twenty-four (24) months and a certification that no clothing allowance has been received during the next preceding twenty-four (24) months shall be submitted together with the request. In cases where the clothing allowance previously received by the grantee or trainee concerned was less than the clothing allowance for the subsequent trip, or when the clothing allowance being granted by the donor is less than...

Summary of Executive Order No. 367

Clothing Allowance for Grantees and Trainees (Section 1):
- Grantees or trainees shall receive a clothing allowance of $400 for temperate zones and $300 for tropical zones for programs lasting 24 months or less.
- The clothing allowance shall not be granted more often than once every 24 months.
- If the previous clothing allowance received was less than the current allowance, the grantee or trainee may receive the difference.

Obligations of Grantees and Trainees (Section 2):
- Conduct themselves appropriately and maintain academic standards.
- Submit transcripts, reports, and re-entry plans.
- Return immediately after completing the program.
- Serve the government for a specified period based on the duration of the program:
- For every year or fraction thereof (not less than 6 months): 2 years of service
- For a fraction of a year less than 6 months but not less than 2 months: 1 year of service
- For a fraction of a year less than 2 months: 6 months of service
- Failure to fulfill obligations may result in cancellation of the grant, recall, and refund of expenses.
- Proportionate refund may be allowed if the grantee or trainee has served at least 75% of the obligation.
- Condonation may be allowed in cases of office abolition, involuntary phase-out, death, or permanent disability.

Clothing Allowance and Per Diem for Officials and Employees Traveling Abroad (Section 3):
- Specifies clothing allowance and per diem rates for different ranks of officials and employees.
- Cabinet members and equivalent ranks receive an additional $80 per day for reasonable expenses.
- Per diem is granted only for the duration of the official trip, including travel time.

Pre-Travel Expenses (Section 4):
- Grantees or trainees shall receive an allowance of P600 for local transportation, medical examination, passport and travel tax exemption processing, airport expenses, and porterage.

Review and Implementation (Section 5):
- The Special Committee on Scholarships and the Department of Budget and Management shall conduct periodic reviews of the rates.
- The Committee shall promulgate necessary implementing rules and regulations, effective 15 days after publication in a newspaper of general circulation.
