EXECUTIVE ORDER NO. 394Reorganizing the Pinaglabanan Commemorative Commission
- Establishes the Commission with the following members:
• Hon. Isidro Rodriguez, Governor of Rizal (Chairman)
• Hon. Joseph Ejercito Estrada, Mayor of San Juan, Rizal (Co-Chairman)
• Hon. Guillermo B. Guevarra, President of the Spirit of 1896 (Executive Vice-Chairman)
• Mrs. Carmen Guerrero Napkil (Member)
• Justice Calixto Zaldivar (Member)
• Architect Otillo Arellano (Member)
• Mrs. Narda N. Camacho (Executive-Secretary)
- The Provincial Auditor of Rizal shall act as Auditor ex officio of the Commission. (Section 1)
Duties of the Commission:
• Solicit and collect voluntary contributions from the public to erect a monument or memorial for the Battle of Pinaglabanan. (Section 2.1)
• Select the site for the monument or memorial and acquire it through donation, negotiated purchase or otherwise. (Section 2.2)
• Direct and supervise the construction and erection of the monument or memorial until completion. (Section 2.3)
Financial Provisions:
• All funds received shall be deposited with the Philippine National Bank in the name of the Commission. (Section 3)
• Withdrawals shall be made by checks signed by the Chairman or Executive Vice-Chairman and countersigned by the Auditor. (Section 3)
• All books of accounts shall be made available for audit by the Auditor General's representative. (Section 4)
Reporting:
• The Commission shall submit a progress report to the President of the Philippines on July 1 of each year. (Section 5)

FURTHER AMENDING EXECUTIVE ORDER NO. 263 DATED AUGUST 15, 1957, ENTITLED "CREATING THE PINAGLABANAN COMMEMORATIVE COMMISSION," AS AMENDED BY EXECUTIVE ORDER NO. 300 DATED MAY 29, 1958, AND EXECUTIVE ORDER NO. 433 DATED JUNE 20, 1961
WHEREAS, at the initiative of the patriotic association called The Spirit of 1896, a campaign has been launched to enlist public support for the erection of an appropriate monument or memorial to commemorate the first battle for the emancipation of the Filipino people which took place in San Juan del Monte, Province of Rizal, between midnight of August 28 and dawn of August 29, 1896;
WHEREAS, in the Battle of San Juan, commonly, known as the Battle of Pinaglabanan, members of the patriotic association called the "Katipunan" founded by Andres Bonifacio gave up their lives for the freedom of the Philippines; and
WHEREAS, the perpetuation of the memory of the Battle of Pinaglabanan is the concern not only of any locality or entity but of the entire nation;
