- Secretary of Economic Planning (Director-General of NEDA)
- Secretary of Finance
- Secretary of Foreign Affairs
- Secretary of Agriculture
- Secretary of Trade
- Secretary of Public Works, Transportation and Communications
- Secretary of National Defense
- Secretary of Labor
- Secretary of Education and Culture
- Secretary of Industry
- Secretary of Natural Resources
- Secretary of Public Highways
- Commissioner of the Budget
- Governor of the Central Bank
- NEDA may call upon private individuals or representatives for advice on matters under consideration. (Section 1)
- The decree takes effect immediately. (Section 2)

PRESIDENTIAL DECREE No. 859
FURTHER AMENDING PRESIDENTIAL DECREE NO. 107 BY RECONSTITUTING THE MEMBERSHIP OF THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY
WHEREAS, there is a need to further strengthen national development planning by securing the involvement of other departments of the government in the planning process;
WHEREAS, it is exigent to harness the diplomatic arm of the government to enhance the attainment of national development objectives;
WHEREAS, the maintenance of peace and order is principally enforced by the Department of National Defense, and is directly contributory to a successful implementation of economic and development plans, programs and projects;
WHEREAS, in the formulation of national development plans, it is imperative also to secure the participation of the Department of Industry which is the primary policy, planning and implementing entity of the Executive branch of the government in the Development and expansion of industry.
WHEREAS, to carry out the above objectives, it is necessary to reconstitute the membership of the National Economic and Development Authority (NEDA) by including therein the Secretary...
