FURTHER AMENDING REPUBLIC ACT NO. 1243, AS AMENDED BY REPUBLIC ACT NO. 2251, OTHERWISE KNOWN AS THE HOSPITAL RESIDENCY LAW
WHEREAS, Republic Act No. 1243, approved on June 10, 1955, as amended by Republic Act No. 2251 dated June 18, 1959, which has been enforced for the last twenty-two (22) years, has been found to be unresponsive to the needs and demands of the government service as envisioned by the New Society;
WHEREAS, the said law did not provide for the utilization of graduates of the Residency Program in the government service where they are most needed thus resulting in brain drain of medical manpower; and
WHEREAS, with the progress of medical science, it is felt that other disciplines should be included in the training programs;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the following amendments to Republic act No. 1243, as amended...

Summary of Presidential Decree No. 1424
Amendments to the Hospital Residency Law
- All appointees to vacancies in teaching or training hospitals under the Department of Health and Department of National Defense shall be known as Resident Trainees. (Section 1)
- Physicians undergoing training in these hospitals are not covered by the 40-Hours a Week Law (Republic Act 5901). (Section 2)
- The training programs shall cover the following disciplines with their respective durations:
- Orthopedic Surgery (4 years)
- General Surgery (4 years)
- General Medicine (4 years)
- Ob.-Gyn (4 years)
- Pediatrics (4 years)
- E.E.N.T. (4 years)
- Neurology & Psychiatry (4 years)
- Radiology & Radiotherapy (4 years)
- Urology (1 year General Surgery; 3 years Urology) (4 years)
- Pulmonary Diseases (4 years)
- Anesthesiology (3 years)
- Pathology (3 years)
- Rehabilitation (3 years)
- General Practice (2 1/2 years)
- Tropical Medicine (2 years)
- Clinical Pathology (2 years) (Section 3)
- The Department of Health and Department of National Defense shall supervise and control these training programs. (Section 4)
- The Department of Health and Department of National Defense shall draw up a program to assimilate and utilize the graduates of these training programs in the government medical service. (Section 5)
- The Secretary of Health and Secretary of National Defense shall promulgate the necessary rules and regulations to implement this Decree. (Section 6)
- All inconsistent laws, decrees, orders, rules and regulations are repealed, modified or amended accordingly. (Section 7)
- This Decree shall take effect immediately. (Section 8)
