FURTHER AMENDING REPUBLIC ACT NO. 3538, AS AMENDED BY REPUBLIC ACT NO. 4169 AND PRESIDENTIAL DECREE 246, BY PROVIDING FOR THE GRANT OF TAX EXEMPTION AND OTHER PRIVILEGES TO THE INTERNATIONAL INSTITUTE OF RURAL RECONSTRUCTION
WHEREAS, the International Institute of Rural Reconstruction, a non-profit, non-stock organization with headquarters in New York, is engaged in a program of job training to increase economic productivity, education to eliminate illiteracy, the improvement of health and environmental sanitation, and the training of the rural people in the assumption of civil responsibility;
WHEREAS, the extension of the International Institute of Rural Reconstruction activities to the Philippines has enhanced the social well-being and economic stability of the country and its people consistent with the existing policies of the Republic;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order that:

Granting Tax Exemptions and Other Privileges to the International Institute of Rural Reconstruction
- Recognizes the International Institute of Rural Reconstruction (IIRR), a non-profit, non-stock organization based in New York, as engaged in programs for job training, education, health improvement, and training of rural people. (Whereas clause)
- Acknowledges that the extension of IIRR's activities in the Philippines has enhanced the country's social well-being and economic stability. (Whereas clause)
- Grants the IIRR the same tax exemptions and privileges provided in Section 1 of Republic Act No. 3538, as amended. (Section 1)
- Extends the tax exemptions and privileges in Section 2 of Republic Act No. 3538 to non-Filipino citizens serving on the staff of the IIRR. (Section 2)
- Repeals or modifies all laws, decrees, orders, and regulations inconsistent with the provisions of this decree. (Section 3)
- Declares the immediate effectivity of the decree. (Section 4)
